Development of the Localized Minimum Initial Service Package for Sexual and Reproductive Health (MISP for SRH) Training Manual

Background and Purpose of the consultancy |
The Philippines is highly vulnerable to disasters such as typhoons, earthquakes, and volcanic eruptions. These hazard events often disrupt healthcare systems, leaving vulnerable populations with limited access to essential services, including sexual and reproductive health (SRH). Ensuring the continuity of SRH services during emergencies is crucial to prevent increased morbidity and mortality. UNFPA works closely with the Department of Health (DOH) in ensuring that the Minimum Initial Service Package for Sexual and Reproductive Health (MISP for SRH) is a set of priority activities implemented at the onset of an emergency and disaster situations. It is designed to promote safe motherhood and sexual reproductive health; and to prevent and manage the consequences of gender-based and sexual violence; prevent maternal and neonatal mortality and morbidity; reduce Sexually Transmitted Infections (STIs) and Human Immunodeficiency Virus (HIV) transmission that usually increase in these situations. MISP provides a globally recognized framework for prioritizing essential SRH interventions in humanitarian settings. To further promote and strengthen the capability building initiatives on MISP in the Philippines, a module will be developed based on the core MISP objectives and with reference to local policies and context/example. Cognizant of the goals of the Universal Health Care (UHC) Act for comprehensive and progressive reforms and the 8 Point Action Agenda which defines the country’s vision, policy direction, and strategic objectives needed to accelerate the achievement of UHC to further build health system resilience against future public health emergencies, there is a need to enhance the capability of the human resources for health on specialized training. |

The consultant shall provide the following services: Finalization of the Localized MISP for SRH Training Module Note: All deliverables to be provided in electronic format saved in flash drive and Google Drive for backup purposes to be shared to the Main Focal / DOH Program Managers Scope of Work

Electronic copies of the reports will be required on or before 30 March 2025. This engagement is within a maximum of three months starting December 2024. Payment will be made at any given time within the effectivity of the contract once the following conditions are met: 50 % of the professional fee - Submission of Draft MISP module 50 % of the professional fee - Approved Final MISP module |
Monitoring and progress control, including reporting requirements, periodicity format and deadline: | Reports to be reviewed by the Department of Health - Health and Emergency Management Bureau (DOH-HEMB), and approved by the UNFPA Country Representative as the overall supervisor. |
Supervisory arrangements: | The project will be under the overall management of the UNFPA Country Representative with day-to-day technical coordination with the DOH-HEMB. |
Expected travel: | No travel is expected in this engagement. However, if travel will be required at any point, travel costs (air fare, DSA, incidentals, etc.) will be borne by UNFPA on top of the consultant’s professional fees. |
Required expertise, qualifications and competencies, including language requirements: |
The Consulting Individual should have sufficient expertise, capability, and minimum required similar experience in MISP for SRH or any of its component services, capability/competency building development and implementation, conducting stakeholder consultations/meetings, and be able to work independently with minimal supervision and have a strong work ethic. Education A Master’s Degree is required with a university degree in Public Health, Medicine, Health Sciences, Gender Studies, related Social Sciences, or any other relevant field of study, with at least 5 years of applicable experience.
