The Position:

UNFPA Thailand Country Office is implementing its 12th Country Programme Document (CPD) 2022-2026 in partnership with Thai Government, CSOs, Private Sector and other relevant stakeholders. The CPD includes three main Outputs namely Access to Sexual and Reproductive Health and Rights (SRHR), Gender Equality including ending Gender-Based Violence (GBV) and all harmful practices, especially supporting the coordination of the GBV prevention and response system/ mechanism along with Population and Development, Data and Innovation with life – cycle approach. 

For Gender Equality and ending Gender-based violence output, UNFPA Thailand aims to 1) Support the Thai Government to include services to survivors of Gender-based violence into the Universal Health Coverage package as per international standard. 2) Support the Thai Government to update and develop operational guidelines and protocols for One Stop Crisis Centers (OSCC) for multi-sectoral response to survivors of gender-based violence as per the international standard and 3) Support the Thai Government to draft the costed strategy for transforming harmful social norms through evidence-informed and context-adapted interventions and ensure that the implementation of costed strategy at the provincial level.

To enable UNFPA Thailand in providing the technical assistance and other required support to the government in the area of gender-based violence and promoting gender equality, the consultant will coordinate for the GBV prevention, provide technical expertise on promoting gender equality and ending gender-based violence, mainstream gender perspective in all scopes of UNFPA work and ensure smooth collaboration of UNFPA Thailand and its partners in all sectors working in this area.

You will report to the Head of Office of UNFPA Thailand Country Office.

Job Purpose:

Under the direct supervision of the Head of Office, the Gender-based violence (GBV) Coordinator will be an integral part of the country team, working closely with program, communication and operation teams. The Gender-based violence coordinator's duties align with UNFPA Guidelines and Policy and are as follows. The scope of work encompasses the following key areas:

You would be responsible for:

  1. Support the implementation of the ‘Her Power’ Project 
    1. Provide technical and administrative support on the implementation and monitoring of the project activities. 
    2. Provide technical inputs to support the communication and promotion of project’s activities.
    3. Collaborate with the Donor, UNFPA and other UN offices, consultants, CSOs and other applicable partners to ensure smooth engagement and implementation of the project. 
  2. Provide Technical and coordination support on Gender Equality and Ending Gender-based violence to support the implementation of CPD’s Output 2 and overall Country Programme Document (CPD) and within the framework of UNFPA's strategies and guidelines. This includes;
    1. Support the finalisation and submission to the government of the technical report on Universal Health Coverage (UHC) package of Thailand review with key findings, challenges, opportunities and recommendations to strengthen the package coverage to ensure that No one is left behind.
    2. Support the desk review of Social Norm Change campaigns towards gender equality and ending GBV and draft an approach to develop costed strategy for transforming harmful social norms through evidence-informed and context-adapted interventions.
    3. Support Thai government specifically, the Ministry of Social Development and Human Security (MSDHS), the Ministry of Public Health (MoPH), and the Ministry of Interior (MoI) to provide key recommendations to strengthen SOP of the One Stop Crisis Center (OSCC) for multi-sectoral response to survivors of gender-based violence as per international standards. 
    4. Provide technical aspects on gender related issues to localise SDG 5 at national and provincial levels in close collaboration with relevant government, UN family and CSOs partners. This includes provision of technical inputs, facilitation, administrative and coordination support to organise SDG5 localisation workshop.
    5. Research on Gender mainstreaming of the local authorities and private sectors to prepare for the draft costed strategy. Also, research on how gender mainstreaming approach in both private sector and public sector are related to UNFPA mandate. 
    6. Coordinate on issues related to Gender and Gender-Based violence including related communication activities, ad-hoc events or advocacy with existing partners and potential partners. 
    7. Support the coordination on gender related issues within the UN Country team and the Gender Theme Group (GTG) as UNFPA Thailand is the co-chairs of the GTG together with UN Women.
  3. Partnerships and Resource mobilization (PRM) support including provide technical inputs to develop and submit proposals, presentations, identify potential strategic partners and participate in RM-related meetings. Potential proposals include but not limited to;
    1. Ending GBV in sport business
    2. Ending GBV through women empowerment in Justice System
    3. the Climate-smart healthcare to ensure the continuity of services to the vulnerable population, especially women and girls. 
    4.  “Her city: Block by Block” 
    5. Support the preparation of the Prevalence survey with the National Statistic Office in Thailand and MSDHS.
    6. Support the life - cycle digital platform (SoSafe) PRM.
    7. Draft concept notes for potential GBV-related interventions for UNFPA Thailand.
  4. Other work-related assignments as required.

Duration and working schedule: 1 July – 31 December 2024 for 90 working days 

Delivery dates and how work will be delivered: Electronic copy of monthly progress report and related deliverables to be submitted within the following date.

31 July 2024: 

  • Workplan and technical approach to deliver assignment and key outputs of Output 2 in Q3 and Q4 of 2024.
  • Technical support to develop and finalise a 6-month progress report of ‘Her Power’ project.

31 August 2024: 

  • Support the finalisation of the technical review paper on Universal Health Coverage with mapping of financial coverage and responsible service providers for each dimension of services for GBV survivors as well as recommendations to enhance inclusion of GBV survivors under the UHC umbrella. 
  • August Progress report including activities planned and results or outcome of activities conducted. 

30 September 2024: 

  • September Progress report including activities planned and results or outcome of activities conducted.
  • Technical support to develop and submit proposals related to GBV and broader UNFPA’s mandate in the context of Thailand.

31 October 2024

  • October Progress report including activities planned and results or outcome of activities conducted. 
  • Workshop report on strengthening SOP of the One Stop Crisis Center (OSCC) for multi-sectoral response to survivors of gender-based violence as per international standards.

30 November 2024

  • November Progress report including activities planned and results or outcome of activities conducted. 
  • SDG5 localisation workshop report as well as technical inputs, facilitation, administrative and coordination support to the event.

31 December 2024

  • December Progress report including activities conducted and suggestions for way forward related to Output 2 of the CPD on Gender-based violence and overall CPD activities including ‘Her Power’ project.
  • Desk  review report of Social Norm Change campaigns towards gender equality and ending GBV and draft an approach to develop costed strategy for transforming harmful social norms through evidence-informed and context-adapted interventions

Monitoring and progress control, including reporting requirements, periodicity format and deadline: 

  • Weekly meeting with supervisor.  
  • As part of staff meeting, output managers technical meeting, update progress of planned activities.

Expected travel: Tentatively 4 times potentially in Northern provinces, Eastern provinces, and Southern Border Provinces.

 

Qualifications and Experience:  

Education: 

Advance University Degree in social science, Public Administration, Gender Studies, Human Rights and Development, International Relations, and related fields. 

Knowledge and Experience: 

  • Up to two years professional experience in Gender Equality, Gender-based violence or Violence against women in Thailand is required.
  • Good writing and communication skills with the ability to draft correspondence in a clear, accurate and concise manner. 
  • Previous experience and knowledge of the United Nations is an advantage, 
  • Good understanding of UNFPA mandates is a strong advantage.
  • Good interpersonal, planning, organizational and multi-tasking skills. 
  • Ability to work independently and harmoniously in a multi-cultural and multi-ethnic team environment maintaining tact and discretion in all dealings. 
  • Computer literacy - Proficiency in the use of MS Office Packages and the Internet. 
  • Good knowledge of Atlas/PeopleSoft/Quantum is an asset. 

Languages: 

Must be fluent in Thai and English

 

Compensation and Benefits:

This position offers an attractive consultant fees, payment made against deliverables-based.
