The Position:

The consultant will work under the direct supervision of the Head of Field Office based in Myitkyina, coordinating closely with relevant technical teams. The consultant will prepare monthly work plan to be approved by his/her supervisor and submit a monthly progress report by first week of each month for the previous month.

UNFPA provides knowledge and technical leadership in partnership with civil society organizations and a wide range of national stakeholders to advance: gender equality, improving sexual and reproductive health and rights (SRHR) services, responding to and preventing gender based violence (GBV) and integrating of Mental Health and Psychosocial Support (MHPSS). 

Emergency preparedness and humanitarian assistance are integrated in UNFPA’s work in Myanmar. UNFPA’s programmes work to ensure that women, adolescents, young people and marginalized populations, including Persons with Disabilities (PWD), are empowered to make decisions regarding their sexual and reproductive health and rights and able to live free of discrimination and violence. 

Under the direct supervision of UNFPA Programme Specialist GBV, the GBV & MHPSS –Solution Sites National Consultant conduct direct implementation and provide technical guidance to local volunteers providing SRHR, ASRH, MHPSS and GBV information dissemination and services in Solution sites in Kachin State. 

S/he will facilitate capacity building of volunteers, mentorships and support in direct implementation of UNFPA programmes. The Consultant will implement, guide and facilitate volunteers to ensure the delivery of UNFPA’s programmes. S/he will facilitate capacity building of volunteers, mentorships and support in direct implementation of UNFPA programmes. The post holder will contribute to strengthening and expansion of partnerships and coordination mechanism in Bhamo through referrals and other mechanisms, in close collaboration with other humanitarian actors. The Consultant will work closely with IPs having regular interaction with beneficiaries specially in solution sites.

You would be responsible for:

Technical Support and Capacity Building

  1. Provide GBV response and prevention services to the communities in Durable Solution sites. 
  2. Deliver GBV awareness raising sessions to the community. 
  3. Raise awareness and put in place safety mechanisms, play a formal role in identifying, assisting and referring GBV survivors to specialized services. 
  4. Conduct psychosocial support groups with women and girls. 
  5. Engage community leaders in understanding the MHPSS, GBV and SRHR to encourage support for program activities and referrals. 
  6. Provide in person case management services to GBV survivors as required, including referrals to service providers. 
  7. Maintain a confidential case documentation filing system for GBV case management. 
  8. Conduct mapping of CSOs and service providers who provide services to women and girls in selected Solution Sites; reach out to these organizations to build relationships and enhance functionality of the referral pathways. 
  9. Promote psychosocial support initiatives together with volunteers, such as social theatre performances, visual arts and music courses, handcraft workshops, language and culture courses, storytelling and poetry contests, sports tournaments and activities, based on identified needs and resources within the Solution sites. 
  10. Develop awareness messages/campaigns related to SRHR, MHPSS & GBV (community-based approaches, sports and cultural practices, creativity and psychosocial well-being), to be disseminated in Solution sites. 
  11. Map socially supportive structures and resources at the community level and identify the best ways to build their capacity further. 
  12. Facilitate MHPSS needs assessments and surveys in concerned communities to enhance access to community-based psychosocial and protection services. 
  13. Provide emergency response including information session, distribution of dignity kits and safety audit/check with women and girls. 
  14. Prepare and submit regular activity reports for supervisor review and feedback.

Monitoring and Evaluation

  • Monitor implementation of Volunteer tasks, identify opportunities to strengthen interventions, analyze factors affecting the achievement of results, recommend corrective actions and follows up on recommendations. 
  • Provide regular feedback to the GBV Programme Specialist / HoO in Kachin 
  • Develop monthly reports that capture relevant information and that support the analysis and evaluation of progress and outcomes. x Collect and compile programme activity information, evaluating progress toward achievement of programme outcomes. 
  • Regularly and closely follow up with volunteers in the field and liaise with their Myitkyina counterparts in all aspects of planning, programming, implementation and review. 
  • Perform other duties as assigned by UNFPA

Qualifications and Experience: 

Education:  

Advanced university degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field
 

Knowledge and Experience: 

  • For those with advanced university degree, minimum two years of increasingly responsible relevant professional experience is required 
  • For those with Bachelor’s degree, minimum four years of increasingly responsible relevant professional experience is required 
  • Strong commitment to the mandate of the UN and UNFPA in Myanmar 
  • Field experience addressing/integrating gender, and/or reproductive health issues in emergency and post conflict contexts 
  • Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards; and operational and advocacy experience implementing UNSC resolutions on Women Peace and Security (1325, 1820, 1888, 1889 and 1960) 
  • Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings 
  • Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC 4 Guidelines for Integrating GBV Interventions in Humanitarian Settings; IASC Gender in Humanitarian Action Handbook; GBV Coordination Handbook; and WHO Ethical and Safety Recommendations for Researching Gender-based Violence in Emergencies 
  • Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills) 
  • Experience and capacity in development and delivery of GBV training components to NGO and community level participants

Languages: 

Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages
