Purpose of consultancy: |
The UNFPA Philippines Country Office is taking significant steps to address maternal mortality in the country by transitioning to a financing model that will leverage additional resources. With a $500,000 investment from the Strategic Investment Facility (SIF), UNFPA is collaborating with the Department of Health (DOH) and the Asian Development Bank (ADB) to support the ambitious "28 for 28 by 28" initiative. This initiative aims to establish 28 new Bagong Urgent Care and Ambulatory Services (BUCAS) centers by 2028, targeting a reduction in the maternal mortality rate from 144 to 113 per 100,000 live births. BUCAS centers will serve as vital intermediate health facilities, providing essential urgent care services and minor surgeries, available seven days a week. Their establishment is critical for enhancing access to timely and quality healthcare, ultimately improving maternal health outcomes. To ensure the success of this initiative, UNFPA is bringing on a Monitoring and Evaluation (M&E) analyst. This role will focus on tracking progress, documenting results, and strengthening DOH's M&E systems. By effectively monitoring the performance and impact of both the BUCAS centers and the Purok Kalusugan initiatives, the M&E analyst will help align efforts with national health goals and UNFPA’s transformative objectives, ensuring that the investment yields meaningful results in reducing maternal mortality and improving health outcomes for Filipinos. |
Scope of work:

The analyst, in consultation and collaboration with the Department of Health, shall be engaged through a consultancy contract with the following deliverables:

Eleven (11) months, Full-time engagement November 2024 – October 2025 |
Place where services are to be delivered: |
The consultant is expected to report at the UNFPA Country Office and to attend regular meetings at the Department of Health . |

Supervisory arrangements: |
The Programme Analyst will be under the overall supervision of the Country Representative and direct supervision of the Programme Analyst for SRHR and will receive day-to-day guidance from the M&E Manager. |
Expected travel: |
Occasional monitoring related visits to the DOH Regional Offices and BUCAS Centers |
