Purpose of consultancy:

The Philippine Population and Development Plan of Action (PPD-POA) 2023-2028 is the blueprint for inter-agency collaboration to optimize demographic opportunities and address the prevailing population and development issues in the country.   The POA, which was approved and adopted by the Office of the President through Memorandum Circular (MC) No. 40, seeks to contribute to the acceleration of the attainment of the Administration’s socio-economic agenda under the Philippine Development Plan (PDP).

As a mechanism to ensure the effective implementation of the PPD-POA, it is imperative to establish an efficient monitoring and evaluation system to gather data for the enhancement of the key strategies and interventions identified in the Plan and to inform the next cycle of planning and program development.

For this purpose, a M&E Specialist shall be hired to guide and assist the Commission on Population and Development (CPD) in the development, installation, operation, and assessment of a Monitoring and Evaluation System.  The PPD-POA M&E System shall consist of the following major components: 1) results/logical framework (performance indicator system); 2) M&E data gathering, reporting, databasing, processing, and, analytical systems; 3) process documentation; 4) knowledge management (learning and utilization of knowledge from M&E data and information); and, 5) M&E structure and organizational effectiveness in M&E.

The M&E Specialist shall provide technical guidance and assistance in the development, implementation, and assessment of a functional and effective PPD-POA 2023 M&E System consisting of the abovementioned components.

Scope of work:

 

(Description of services, activities, or outputs)

The specialist, in consultation and collaboration with CPD, shall be engaged through a consultancy contract with the following deliverables:

  • Review and finalize the draft M&E System for PPD-POA framework including the following:
    • Indicators (Performance Indicator and Definition)
    • Data collection mechanisms and methods
    • Reporting mechanisms
    • Means of verification
  • In coordination with CPD, develop an M&E Work Plan for 2024-2028 detailing the periodic plan implementation reviews at the national, regional, and local levels
  • Support to the development and operationalization of the PPD-POA M&E System
    • Assist in the design of an M&E database for the repository, encoding, and processing of data (as the basis for digitization of M&E system);
    • Advice on the pre-testing and finalization of the M&E System for adoption and implementation of CPD;
    • Provide technical inputs to the contractor for the development of digitalized/electronic and/or online PPD-POA M&E System;
    • Support the development of  the PPD-POA M&E System Operations Manual as a guide for CPD staff and local stakeholders;
  • Support in the capacity building of the core of CPD staff in the operationalization of the approved PPD-POA M&E System with a report on the assessment of the effectiveness of the developed system and their recommendations.

Duration and working schedule:

42 days spread in seven (7) months, Deliverable Based

June – December 2024

Place where services are to be delivered:

The consultant is expected to report at the Commission on Population and Development Central Office (Manila Based) and to attend occasional meetings at the UNFPA Country Office

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  • First Tranche (40%) - Report on the Review and Finalization of the Draft M&E System for PPD-POA - 28 July 2024
  • Second Tranche (40%) -  Draft 2024 to 2028 M&E Workplan for the PPD-POA to be presented to the CPD Management - 30 October 2024 
  • Final Tranche (20%) - Final 2024 to 2028 M&E Workplan for the PPD-POA - 29 December 2024

Supervisory arrangements: 

The M&E Specialist will be under the overall supervision of the Country Representative and direct supervision of the Programme Analyst for Demographic Intelligence Analysis and Planning.

Required expertise, qualifications and competencies, including language requirements:

JOB REQUIREMENTS:

Education:

  • Advance degree in Social Sciences with 5 years experience, or Bachelor’s degree with at least seven (7) years of qualifying experience with a focus on monitoring and evaluation, operations research, data collection, and analysis of data may be accepted in lieu of the advanced university degree.

Knowledge and Experience

  • Substantive knowledge and practical experience in Planning, Monitoring and Evaluation, Operations Research, Data Collection, Information Management, Data Analysis, and/or Programme Management would be desirable.
  • Prior experience in the monitoring and evaluation of projects and/or programs on population and development programs and strategies.
  • Strong data analysis and computer skills including proficiency with Word, Excel, PowerPoint, statistical software as well as database software.
  • Relevant experience in working with government agencies
  • Familiarity with the UN System will be an advantage.
