Contract duration: 4 months

Purpose of Consultancy:

UNFPA seeks the service of an Individual Consultant to provide Monitoring and Evaluation (M&E) Support to the Country Office. S/he will provide technical support in M&E for programmes across humanitarian and development settings. In particular, s/he will provide assistance in results-based programming, results-based monitoring and coordination, quality assurance and programme performance assessment, with the overall goal of delivering excellence in programme results. 

Main Tasks and Responsibilities

Results-based Programming: 

  • Support the CO M&E Programme Specialist to map out resource allocation by outcomes and outputs; and by IPs and district of implementation.
  • Support the DOs to develop consolidated AWPs for the respective districts in their jurisdictions from signed 2019 AWPs.

Results-based Monitoring and Coordination:

  • Provide technical support to programme monitoring and evaluation processes at UNFPA, ensuring that all monitoring, evaluation and reporting activities are compliant with the Result-Based Management (RBM) principles, UNFPA guidelines/standards, and donor requirements.
  • Provide technical input to the design of technical and joint monitoring visits, participate in their implementation and support their follow up by preparing synthesis reports of findings and monitoring the implementation of the recommendations from the monitoring missions.
  • Provide technical support to DOs in designing and district coordination meetings in their respective jurisdictions.

Quality Assurance:

  • Provide Quality Assurance on IP’s quarterly Work plans and IPs quarterly Workplan Progress Reports (WPRs).

Programme Performance:

  • Conduct an analysis of progress in 2019 WP implementation rate versus resource utilization rates for the first quarter of 2019; and provide feedback to UNFPA staff and respective IPs.
  • Conduct an analysis and provide feedback on the performance of the CP8 (milestones achieved) during the first quarter of 2019 using data reported in SIS/MyResults, and feeback to UNFPA staff.

Other:

  • As appropriate, undertake other related duties assigned by the Representative and/or Programme Specialist M&E.

Duration and Working Schedule

The incumbent will work full-time. The assignment is expected to last for a period of 4 months.

 Place where services are to be delivered:

At national level—at the Uganda Country Office and with occasional field trips. 

Deliverables

  • Consolidated, district-level AWPs for 2019, including a map out of district intervention packages, by IPs, fund codes and budgets, in UNFPA districts of operation
  • Analysis report/matrices of resource allocation by IPs, outcomes and outputs
  • An archive of individual feedback letters to respective IPs and districts where monitoring of the CP has taken place
  • A synthesis report of findings following 2019 Q1 monitoring visits and coordination meetings, including an improvement plan 
  • A report and feedback to UNFPA staff and IPs on the quality of GPS-based AWP (Q1 and Q2 of 2019) 
  • A report and feedback to UNFPA staff and IPs on the quality of WPR and FACE (Q1 of 2019) 
  • A report and feedback session to UNFPA staff and IPs on implementation and resource utilization rate for the first quarter of 2019 

Monitoring & Progress Control

The Consultant will develop a clear schedule of duties to be carried out during the consultancy period, with clear deliverables and timeline. The Consultant will submit monthly reports detailing progress of work done prior to authorisation of payment for work done. Upon completion of the assignment s/he will compile a knowledge transfer report as part of his handover to the in-coming full-time staff.

Supervisory Arrangements

The Consultant will work under the overall guidance of the Representative, and direct supervision of the Deputy Representative and the Programme Specialist M&E. S/he will channel all reports to the Representative, through the Programme Specialist (M&E) and the Deputy Representative. Their approval is a pre-condition to consider the assignment has been finalized and met the expected quality standards.

Expected Travel

Travel will mainly be within Kampala, with occasional field trips.

Qualifications and Experience

Education:

  • Advanced university degree in statistics, demography, health economics, public health or related field. 
  • Post-graduate training in monitoring and evaluation will be an added advantage.

Experience: 

  • 3-5 years professional experience in Monitoring and Evaluation a related field and/or research. Experience in M&E with a UN agency will be an added advantage
  • At least 3 years experience conducting M&E functions in humanitarian settings
  • Experience working with partners at both national and decentralised local governments
  • Experience in data analysis, qualitative and quantitative synthesis report development, including data visualisation
  • Experience in providing M&E in humanitarian settings
  • A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage.

Computer skills: 

Excellent computer/information skills, including mastery of current office software applications. Proficiency in data analysis software will be an added advantage.

Languages: 

Fluency in oral and written English and excellent communication skills.

Inputs / services to be provided by UNFPA or implementing partner:

UNFPA will provide office space for the Consultant at the Country Office.

Terms and conditions of payment 

Design services will be paid in local currency upon successful completion of the assignments. Payment will be calculated based on the number of agreed upon days within which the Consultant will deliver each product and will be based on UNFPA Consultancy rates.
