Purpose of Consultancy:

The Social Norms Change Analyst

The United Nations Population Fund (UNFPA) is the lead UN agency working towards achieving universal access to sexual and reproductive health (SRH), gender equality, and ending harmful practices such as child, early, and forced marriage and unions (CEFMU). In the Philippines, UNFPA is implementing its 9th Country Programme (2024-2028), which aims to ensure that every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled.

The Social Norms Change Analyst will contribute to UNFPA’s efforts to mainstream gender-transformative and human rights-based approaches into its programming across the Philippines. This role will focus on generating and utilizing evidence to inform decision-makers and policies that drive sexual and reproductive health and rights (SRHR) and shift discriminatory gender and social norms that limit women’s and girls’ rights and access to services. The consultant will support the development and implementation of evidence-based policies and programs addressing gender and social norms as barriers to SRHR, preventing gender-based violence (GBV), and eliminating harmful practices at national and subnational levels.

The consultant will provide technical and policy support to integrate gender-transformative and social norms change approaches into UNFPA’s national and subnational programs. The consultant will work closely with government agencies, local government units (LGUs), civil society organizations (CSOs), and development partners to advance sustainable strategies addressing harmful gender norms.

Scope of work:

The consultant will be responsible for the following tasks:

  1. Technical Expertise and Policy Advisory Support:
    • Provide technical guidance on gender equality and human rights in the context of SRHR in the Philippines.
    • Lead the synthesis and application of evidence to integrate gender-transformative approaches into national and subnational policies and programs.
  2. Program Development and Implementation:
    • Assist in designing and implementing evidence-based interventions to address harmful gender norms.
    • Ensure interventions are culturally and politically responsive and align with international best practices.
  3. Capacity Building and Knowledge Sharing:
    • Develop and implement training initiatives to enhance the skills of UNFPA personnel, government agencies, and CSOs in gender-transformative approaches.
    • Facilitate knowledge-sharing platforms and contribute to the documentation of best practices on social norms change.
  4. Partnership and Advocacy Engagement:
    • Strengthen multi-stakeholder and multi-sectoral partnerships with government, civil society, and development partners.
    • Represent UNFPA in policy dialogues, inter-agency meetings, and forums advocating for gender and social norms transformation.
  5. Monitoring and Evaluation:
    • Ensure that field experiences inform national policy development and programming.
    • Support the monitoring and evaluation of social norms change interventions to assess impact and sustainability.
  6. Other Duties:
    • Perform other tasks as assigned by the Gender/GBV Team Lead, Head of Programmes, or Country Representative to support UNFPA’s gender-transformative agenda in the Philippines.

The duration is for 11 months.  This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

Duty Station: UNFPA Philippine Country Office - Manila

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Gender/GBV Team Lead

Supervisory arrangements: 

The Social Norms Change Analyst will coordinate closely with the national Gender/GBV Analyst, SRH Analysts, Monitoring and Evaluation Analysts, and UNFPA personnel across the country, including in field offices. The Social Norms Change Analyst will report directly to the Gender/GBV Team Lead at UNFPA Philippines.

Expected travel:

In the performance of the scope of work, the Consultant may be requested to travel as the need arises.

Required expertise, qualifications and competencies, including language requirements:

The Social Norms Change Analyst should possess the following qualifications and competencies:

Education: 

  • Advanced university degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law or other related fields.

Knowledge and Experience: 

  • Two years of relevant work experience in the areas of development work, gender and development, social work, public health, public administration, gender equality and women’s empowerment preferably at the LGU/community level.
  • Experience providing technical support in the development and/or implementation of gender transformative approaches at the national or sub-national level;
  • Experience in working on gender-based violence prevention and response in both ‘normal’ and humanitarian settings is an advantage.
  • Prior experience on developing, implementing and monitoring work plans is an advantage.
  • Excellent interpersonal and communication skills

Languages:

Fluency in English and Filipino languages.
