Job Purpose:

The key results of this post have an impact on the overall Sub Regional Office efficiency in administrative and human resources management across the 14 Pacific Island Countries. Provide overall support and oversight on the administrative procedures of the office including travel, administration and asset management.

The Primary roles are:

  • Implementation of HR strategies and policies

  • Oversight on Travel and Administration 

You would be responsible for:

  • Providing advice and information on all corporate strategies including changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, and change management processes. 
  • Ensuring full compliance of human resources recording and reporting systems in line with UNFPA rules and regulations, in coordination with senior management of the country office, HQ and the Regional Office.
  • Assisting in the organization of recruitment processes, including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, and participating in interview panels.
  • Setting up of vendor profiles, liaising with candidates, and maintaining complete updated documentation.
  • Maintaining and monitoring leave records and Absence Processor in Quantum.
  • Full compliance of HR activities with UNFPA policies, procedures and strategies; effective implementation of the internal control, analysis of parameters in support of proper design and functioning of the HR management system.
  •  HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management
  •  Analysis and elaboration of proposals on the proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
  • Coordinating the performance appraisal process, advising on issues related to performance, and maintaining confidential documents on staff.
  • Preparing and renewing contracts and following up on global payroll issues. 
  • Administering staff entitlements and position funding delegated to the country office.
  • Assisting the International Operations Manager in the updating of the Chart of Account details for the country office positions. 
  • Monitoring and tracking through Quantum plus all transactions related to positions, recruitment, benefits, recoveries, adjustments and separations, and maintaining updated records of the country office staffing.
  • Preparing and reviewing submissions to the Local Compliance Review Board (CRB);
  • Coordinating the preparation of the Office Learning Plan and Individual Learning Plans, in consultation with the International Operations Manager and Senior Management.
  • Ensuring the timely conduct of UN-related surveys such as the Local Salary Survey, and the Hardship and Place-to-Place surveys in liaison with the OMT HR Working Group. 
  • Assist in the preparation of major procurements such as LTA, ITB, RFP etc.
  • Implement all applicable policies and procedures related to travel to ensure compliance and processing in a timely manner.
  • Represent UNFPA in related Human Resources working group meetings.
  • Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:

Qualifications and Experience 

Education: 

  • Advanced University degree in Human Resource Management, Business Administration, Psychology, International Relations, Organizational Development, Public Administration, Law, International Development or other relevant social sciences.  Additional professional training an advantage.
  • Recognized training and/or certification in Human Resources/Procurement and/or Business Administration is an asset. 

Knowledge and Experience:

  • Up to two years of relevant experience in providing HR advisory services and/or managing staff and operational systems Learning and/or Human Resource Management activities, research, administration, recruitment and sourcing. 
  • Strong ability to assess needs, train and give technical assistance in a simplified manner Strong organizational skills;
  • Demonstrated ability to work in a team environment respecting diversity of work teams and having familiarity dealing with complexities surrounding the support of development programme work
  • Sound interpersonal and communication skills
  • Make timely and appropriate decisions, taking into consideration, various and complex issues.
  • Computer Skills: Proficient in MS Office Packages, databases and the Internet. 

Languages: 

Fluency in English is required. Fluency in local Pacific language is an advantage.
