Duty Station: Nay Pyi Taw, Myanmar Closing Date: 24 October 2017 (5 pm, Yangon Time) Position Summary: The Assistant Representative is located in Nay Pyi Taw Liaison Office. S/he acts on behalf of the Representative and Deputy Representative in his/her absence. The Assistant Representative also acts as head of UNFPA Nay Pyi Taw Liaison Office, and oversees the country programme delivery. Harmonized with the United Nations Development Assistance Framework (2018-2022) and UNFPA new Strategic Plan (2018-2021) strategic priorities, UNFPA will enter into a new country programme cycle (2018-2022) with three key programme components including 1) sexual and reproductive health and rights, 2) gender equality and women’s empowerment and 3) population dynamics. Youth and adolescents issues are mainstreamed throughout key programme components. The Assistant Representative responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements and donor contacts, and complex programme/ project execution modalities. Under the guidance of the UNFPA Representative, the Assistant Representative designs, develops, and manages an innovative and responsive country programme. The Assistant Representative substantively leads and oversees all country programme components, including sexual reproductive health and rights, gender equality and women’s empowerment and population dynamics and ensure mainstreaming of adolescents and youth issues. She acts as the team leader of the Nay Pyi Taw Liaison team, inspiring it to translate the regional and country goals into specific solutions and results. Requirements: Qualifications and Experience Education: Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field. Knowledge and Experience: • 7 years of progressively responsible professional experience in the field of development and population activities, including programme designing, appraising and management. • Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities. • Proven ability to lead and manage teams to achieve demonstrable results. • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships. Languages: Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages. Knowledge of local languages in one of UNFPA target states and regions is an asset. Computer Skills: Proficiency in current office software applications.
