You would be responsible for:

GBVSC coordination: the incumbent’s overall responsibility is to lead the GBVSC cluster coordination in the western region and coordinate with GBVSC members and provide leadership and strategic guidance to partners on GBV prevention, response and risk mitigation in line with GBV minimum standards and guiding principles.

 AoR coordination 

● Support GBV AoR Coordinator in conducting national-level GBV AoR coordination meetings. 

● Coordinate and support sub-national GBV AoR mechanisms and GBV AOR technical working groups. 

● Organize and conduct sub-national/regional GBV SC coordination meetings. 

● Coordinate with non-GBV actors and other clusters and represent the GBV AoR in all Coordination mechanisms. 

● Coordinate and build rapport with local CSOs, WRO/WLOs to ensure their participation in GBV AoR Coordination meetings and coordination structures. 

● Participate in protection cluster, child protection sub-cluster, and health cluster meetings, as well as other technical working groups such as PSEA and AAP meetings, at both regional and national levels. 

Provide technical and strategic guidance on GBV programming of GBV SC partners at the regional level 

● Coordinate with GBV SC partners at the regional level to identify the needs and service gaps on GBV. 

● Provide technical and strategic guidance to partners in line with GBV guiding principles, GBV Minimum standards and ethical guidance on GBV data collection and sharing. 

● Coordinate with GBV AoR Capacity Enhancement working group to channel the capacity-building initiatives to GBV partners and strengthen their capacity to improve GBV programming. 

● Coordinate with other clusters, and working groups to link non-GBV actors with capacity development opportunities in GBV to promote GBV risk mitigation approaches and integration of GBV programming. 

GBV AoR fundraising 

● Support GBV AoR Coordinator in HRP processes. ● Contribute to the selection process for AHF. 

● Collaborate with GBV partners to facilitate the implementation of the Humanitarian Response Plan including fundraising. 

● Assist partners in including GBV service gaps in fundraising appeals, as identified by the GBV SC’s service gaps analysis. 

Coordination, Representation and Advocacy

 ● Support coordination efforts in updating and strengthening referral pathways. 

● Enhance GBV visibility by participating in the activities of selected clusters, including the general protection cluster and other specialized technical working groups. 

● Participate in and contribute to the planning and execution of Joint Assessments led by OCHA, the Protection Cluster, or relevant technical working groups. 

● Keep the national GBV Sub-Cluster informed of the assessment outcomes and any emergency actions required at the national level. 

● Disseminate the assessment outcomes to partners, coordinate efforts, and advocate for necessary actions to address needs and mitigate challenges. 

● Support program goals and GBV principles, and standards, advocating as necessary with relevant actors. 

Monitoring and Evaluation and information management

 ● Support GBV AoR in strengthening an inter-agency M&E framework and ensure accountability to affected people. 

● Ensure that partners adhere to ethical guidelines for GBV data collection, storage, and sharing.  

● Support the collection of data at sub national level in line with the requirements for the Humanitarian Response Plan and for evaluating the subcluster’s performance. 

● The incumbent will work closely with the national GBV Information officer to promote data protection and provide strategic guidance data collection. 

● Ensure partners regularly and accurately contribute to the 3/4/5Ws and FTS, and other required cluster data collection mechanisms. 

Compilation and dissemination of lessons learned 

● Contribute towards the dissemination of lessons learned and best practices on relevant programmes and initiatives. 

● Ensure the compilation of good practices and lessons learned, as well as its effective dissemination among UNFPA relevant staff, implementing partners, and third-party stakeholders. 

● Document knowledge about current and emerging gender/GBV issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.


 Qualifications and Experience: 

Education:

  • Advanced (Master's) degree in Social Sciences, Gender, or other related fields.

Knowledge and experience:

  • At least 5 years of relevant experience preferably in GBV and emergency and humanitarian programming;
  • Experience with research and data collection and analysis.
  • Proven management, coordination, and program development skills;
  • Strong English language drafting skills;
  • Strong communication and networking skills;
  • Experience in developing and/or contributing to the development of training materials, and experience in facilitation and conducting training;
  • Excellent organizational skills; 
  • Excellent English, Dari, and Pashturequired; knowledge of Uzbek and other local languages an asset.

Language requirements:

● Fluency in English is required. Dari and Pashto are necessary as the working language in Afghanistan.

● Knowledge of other official UN languages would be an asset.

Inputs/services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable: 

The consultant is expected to provide all necessary equipment to complete the assignment (computer, software, phone, access to internet, etc.). 

UNFPA will provide all relevant background information and documentation regarding the regional and country contexts, as well as play a coordinating role in facilitating the onboarding meetings for the consultant.
