Job Summary:
The position is located in the UNFPA Afghanistan Country Office. The position works under the overall supervision of the Representative and Deputy Representative, and under the direct supervision of the Gender Specialist.
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every child birth is safe and every young person’s potential is fulfilled. In 2002, UNFPA re-established its Country Office in Afghanistan and is currently implementing its 4th Country Programme Action Plan (4th CPAP) of 5-year cycle (2015 – 2019). Output five in the 4th CPAP focuses on strengthening capacity of health sector and law-enforcement bodies for prevention, response and monitoring of GBV and child marriage in Afghanistan. The Gender program is comprised of major components namely:
- Health sector response to GBV
- Police and legal sector response to GBV
- Coordination, advocacy and policy including prevention of early and child marriage
- GBV coordination at national and regional levels including capacity for GBV Information Management System and coordinated GBV prevention and response in humanitarian setting
Under the overall supervision of UNFPA Representative, Deputy Representative and direct supervision of the Gender Specialist, the GBV Health and Humanitarian Analyst will be responsible to deliver quality and effective implementation of police sector response to GBV pillar for both development and humanitarian intervention within UNFPA gender program in Afghanistan. S/he will be responsible for analyzing and assessing relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, quality control, joint programming initiatives and national development frameworks. S/ he will support the close coordinate with the government stakeholders and line ministries to strengthen the development and resilience components of UNFPA’s GBV program. S/he will play an important role in proposal writing, networking and other related activities for fundraising and resource mobilization of UNFPA in coordination with the team. S/he will perform a close coordination function with the staff members responsible for the humanitarian and interagency GBV program to build synergies and minimize overlap.
Qualification and Education;
Education:
Advanced Degree in public health, gender, social science, political science or any other relevant field;
Knowledge and Experience:
- Two years of professional experience in GBV project management preferably in UN, international or national organizations. Experience in working with government ministries is an asset;
- Previous experience in medium-large scale emergencies desirable;
- Proven experience combining formal knowledge on gender mainstreaming and gender equality with experience of applying these concretely to specific humanitarian program sectors, plans, policies and processes;
- Knowledge of training tools and methods an proven experience delivering training on gender program and GBV humanitarian;
- Familiarity with humanitarian programming and inter-agency coordination system;
- Experience in training facilitation, monitoring and overall coordination of the component;
- Knowledge of IASC Gender and GBV guidelines, completion of IASC Gender and GBV e-courses desirable;
- Experience in budget development and management;
- Proficiency in computer skills specially MS. Office;
- Familiarity with UN policies and principle is desirable;
Languages:
Fluent in English with excellent writing, analysis and communication skills, good knowledge of Dari and Pashto.
