The Position:
UNFPA is seeking a national Programme Assistant consultant to support UNFPA Afghanistan as GBViE Programme Assistant UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals. Afghanistan faces an unprecedented humanitarian crisis with very real risk of systematic collapse and human catastrophe. The crisis is feared to rollback development gains of the last twenty years. In response to the humanitarian situation, UNFPA in Afghanistan works towards increasing the availability and use of integrated SRH/PSS services (including family planning, maternal health and psychosocial support) that are gender- responsive and meet human rights standards for quality of care and equity in access. This consultancy will entail supporting the GBViE unit in providing programmatic, logistical and administrative related activities including sets up and maintaining files/records. Prepares weekly updates of the unit.

You would be responsible for:
Under the overall direction of the UNFPA GBViE Program Specialist, the national Programme Assistant consultant will provide support to the GBViE program team and implementing partners as required. The Consultant will also be providing support in monitoring and evaluating ongoing projects of the GBViE Unit. He/she will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects.
The GBViE Programme Assistant will:
Program admin and logistical Support
● Support in taking minutes and documenting meetings with GBViE IP’s.
● Ensure full documentation and filing for GBViE programs in humanitarian settings.
● Support the communication team in developing stories, articles, and social media posts as applicable.
● Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
● Support travel arrangements for the Programme Team, including travel requisitions and claims.
● Support and monitor GBViE team procurement and recruitment processes including financial tracking, creating requisitions, and support processing payments.
● Oversee the distribution of Dignity Kits and keep record of the relevant information including distribution plan and distribution tracking sheet.
Monitoring and Evaluation Support
● Work closely with the monitoring and evaluation team to monitor programme progress against programmatic targets.
● Support Ips with data entry of GBViE related activities in the UNPFA reporting system / UNFPA dashboard
● Ensure Ips timely and accurate data collection against agreed indicators, data analysis and monitoring the planned activities to enable both internal and external reporting.
● Share and discuss M&E findings and compiled data with relevant program staff to inform program activities
● Ensure that GBViE Programme Implementing Partners’ management and field staff understand the reporting requirements, and available technical resources
● Provide capacity building training for partners and field staff on monthly reporting format, KOBO data collection, and other requirements.
● Ensure tracking of field mission recommendations and recommendations from IP quarterly review meetings
Other:
● Attend meetings in person particularly related to GBViE
● Any other duties requested by line managers
● Adhere to all of UNFPA’s policies and procedures, including Code of Conduct and SOPs
Qualifications and Experience:
Education:
- Bachelor’s degree or equivalent
Knowledge and experience:
- Minimum 2 years of experience in the humanitarian sector, with significant experience working on GBViE/ PSS programming.
- Good knowledge of gender-based violence issues, with a minimum of 3 years of satisfactory working experience in any relevant field
- Demonstrated organizational skills: the ability to work independently and productively with multiple stakeholders in a fast-paced environment
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies
- A good understanding of information management (including data flows, protection and analysis), as well as qualitative and quantitative data collection methods.
- Proficiency in current office software applications.
- Ability to organize work effectively and to meet planned deadlines
- Familiarity with the UN and its policies and principles will be an advantage.
Language requirements:
- Excellent command of written and spoken English. Dari and Pashto are necessary as the working language in Afghanistan.
Inputs/services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:
The consultant is expected to provide all necessary equipment to complete the assignment (computer, software, phone, access to internet, etc.).
UNFPA will provide all relevant background information and documentation regarding the regional and country contexts, as well as play a coordinating role in facilitating the onboarding meetings for the consultant.
