The Position:

The post of ICT Associate is located in Suva, Fiji as part of the UNFPA Pacific Sub-Regional Office and reports directly to the International Operations Manager. S/He receives policy and technical support from Specialists in the ITSO Branch. The ICT Associate provides support to the Pacific Sub-Regional Office on ICT as well as coordination of ICT initiatives at the Sub-Regional and Sub-Offices and Joint Presences at the country levels. The incumbent is responsible for overseeing the implementation of UNFPA ICT policies, systems, networking, and security standards in the office and for coordination of technical support needs.

Job Purpose:

The ICT Associate will support the management of the organisation’s resources, implementing ICT standards and applications, and manage data, information and workflow. S/he will provide ICT and administrative support services and daily technical support to the staff.

You would be responsible for:

  • Supporting the implementation of ICT management systems and strategies; complying with corporate information technology standards for the SRO, including providing input to mapping of processes, alignment with standard operating procedures and managing contract negotiations and vendor management;
  • Supporting the use of Enterprise Resource Planning software for improved business results and client services; ensuring effective functioning of CO hardware and software packages, including assisting with routine repairs, application management, maintaining supplies inventory; monitoring of server traffic and performance; provision of support in backing up and restoring files, and virus prevention;
  • Ensuring ICT security through control of administrative rights to prevent the loading of unauthorised software; ensuring that desktop, laptop and server passwords and related policies are in line with established corporate standards;
  • Supporting networks administration, including the establishment of offsite backup, back up logs and restoration procedures; trouble-shooting network problems and responding to user needs regarding network access;
  • Providing administrative support by ensuring the establishment and maintenance of CO databases and providing orientation and coaching to staff; 
  • Assisting in the facilitation of knowledge management; participating in knowledge networks (e.g. Docushare, DocuSign); overseeing development and maintenance of a library of ICT related reference materials; research and retrieval of data from internal and external sources; preparation of statistical reports as required;
  • Participating in interagency working groups to ensure UNFPA’s issues and concerns are represented, and to leverage best practice.
  • Promote the productivity and effectiveness of the Sub Regional Office structure by administering a relevant Information Management Plan and Budget, including computerization, telecommunications and records management, and by ensuring the appropriateness of local ICT facilities to meet programme requirements; and
  • Provide technical and policy advice to UNFPA Sub-offices and Joint Presences at the country level on ICT matters and the implication of alternative ICT solutions on business processes and other related issues; 
  • Ensure support is provided to program and operations with the installation, updating and training on any software related to implementation of programme (Dev info, eLMIS, etc.) 
  • Provide emergency communication capabilities in support of staff security and ensures Minimum Security Telecommunications Standards compliance is maintained in the SRO; 
  • Maintain a roster of qualified technical service and equipment providers for various IT related areas which can be called upon during crises or emergencies; and
  • Prepare operational plans and identify resource requirements in the event of an emergency.
  • Provide support to the IOM in security related matters
  • Perform the role of agency security focal point for PSRO
  • Act as Global Directory and BCP focal point
  • Conduct regular testing of communication equipment 
  • Keep an accurate and updated staffing list for PSRO and provide monthly list to UNDSS
  • Assist in asset management, allocate assets, custodian forms to staff, keep tracker of ICT assets, prepare RADT forms for disposal and physical verification of assets.

Qualifications and Experience 

Education: 

  • Completed Secondary Level Education required. University Degree in Computer Science desirable.
  • Related professional certifications are also preferred. 

Knowledge and Experience: 

  • Minimum 7 years of progressively relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications preferably in network infrastructure or telecommunications. 
  • Relevant certifications in hardware and software management and application required, including Microsoft Certified Professional (MCP); 
  • Good knowledge of network infrastructure, Windows Server, Microsoft Windows, corporate ICT security and viral protection systems, ERP, PC/LAN; 
  • Thorough knowledge of overall design and operating principles of ICT networks and of connectivity concepts. 
  • Ability to integrate the needs of the office automation, available resources and systems requirements and to solve systems/hardware/software problems. 
  • Some experience in client support, such as, a Help Desk or User Support Unit; 
  • Ability to provide input to business processes re-engineering, elaboration and implementation of new systems.

Languages:

Fluency in English is required. Fluency in local Pacific language is an advantage.
