The Position:

The Programme Analyst - Gender-based violence (GBV) assists in the analysis and assessment of relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes, especially on ending Gender-based violence (GBV), promoting gender Equality toward Population and Development as well as partnerships and resource mobilisation.

This post is located in Bangkok with United Nations Population Fund (UNFPA) Thailand Country office and is required regular travelling to project(s) sites upcountry.

Under the overall guidance from the Country Director and under the direct supervision of Head of Office for UNFPA Thailand Country Office, the Programme Analyst - Gender-based Violence (GBV) will support of the achievement of the ICPD goals, UNFPA Three Transformative Results, current twelfth country programme of Thailand Country Office and other innovative and emerging issues. S/he will be responsible for supporting the development and delivery of programme on Gender-based violence (GBV), promoting Gender Equality as well as strategic partnerships to strengthen the policy environment through evidence-based approaches and whole-of-society Partnership & Resource Mobilization. S/he will also work closely with other programme team members, operations and communication team members of the UNFPA Thailand Country Office, Asia-Pacific Regional Office (APRO) and HQ as appropriate as well as coordinating with relevant Thai Government Ministries and Offices, donors, CSOs, private sector, media, UN Family and
relevant external partners.

Job Purpose:

Under the UNFPA Thailand’s 12th Country Programme Document (2022-2026) which contributes to UNFPA global Strategic Plan (2022-2025) and UN Sustainable Development Collaboration Framework (UNSDCF) with the Royal Thai Government (2022-2026), the Programme Analyst - Gender-based violence (GBV) will support UNFPA Thailand to promote UNFPA mandates and deliver the three transformative results including the overall gender-responsive population and development agenda and gender-responsive aged society.  Under the overall guidance from the Country Director, and under the direct supervision of Head of Office for UNFPA Thailand Country Office, s/he will also work closely with other programme team members, operations and communication team members of the UNFPA Thailand Country Office, Asia-Pacific Regional Office (APRO) and HQ as well as coordinating with relevant Thai Government Ministries and Offices, donors, CSOs, private sector, media, UN Family and relevant external partners.

 

You would be responsible for:

1.    Provide Technical and coordination support on Gender Equality and Ending Gender-based Violence to support the implementation of CPD’s Output 2 and overall Country Programme Document (CPD).

a.    Serve as a focal point on Gender Equality and Gender-based violence of UNFPA Thailand to internal and external assignments and meetings to promote UNFPA’s mandates and three zeros.
b.    Provide technical and coordination support to the achievement of the CPD’s targets at indicator level as well as annual and multi-year workplan level.
c.    Provide technical and coordination support on Gender Equality and Ending Gender-based Violence to Thai government including but not limited to the Ministry of Social Development and Human Security (MSDHS), the Ministry of Public Health (MoPH), and the Ministry of Interior (MoI), the National Economic and Social Development Council (NESDC) and the National Statistical Office (NSO), CSOs and the One Stop Crisis Center (OSCC) for multi-sectoral response to survivors of gender-based violence. 
d.    Provide research support on Gender mainstreaming opportunities and positive norm change across UNFPA’s programing and linkages of GBV to Sexual and Reproductive Health (SRHR), Population and Development and Aged Society in Thai context. 
e.    Provide technical and coordination support on issues related to Gender Equality and Gender-Based Violence including related advocacy activities or events with existing partners and potential partners. 
f.    Support the coordination on gender related issues within the UN Country team and the Gender Theme Group (GTG) to promote UNFPA’s mandate across SDGs specially SDG3 and SDG5.


2.    Support the planning, implementation, monitoring, evaluation and reporting of the non-core funded projects related to Gender Equality and Gender-Based Violence.

a.    Provide technical, coordination and administrative support on the planning, implementation, monitoring and reporting of the project activities. This including but not limited to ‘Her Power’ and ‘Her City’ Project.
b.    Provide coordination and administrative support to liaise with the Donors, UNFPA offices and other UN offices, consultants, CSOs and other applicable partners to ensure smooth engagement and implementation of the projects. 
c.    Provide technical inputs to develop donors’ reports together with the Implementing Partners, UNFPA operations and communication teams.
 

3.    Support Partnerships and Resource mobilization (PRM) of UNFPA Thailand.

a.    Provide technical, coordination and administrative support to the development of Resource mobilisation proposals related to Gender Equality and Gender-Based Violence. 
b.    Support the research to identify potential strategic partners and opportunities to expand and deepen partnerships to promote UNFPA Thailand’s mandates and initiatives.
c.    Participate in Partnerships and Resource Mobilisation-related meetings as assigned. 
d.    Support the knowledge management and knowledge sharing among UNFPA offices and external partners where appropriate.

4.    Other work-related assignments as required.
 


Qualifications and Experience: 

Education:  

Master’s degree in social sciences, gender studies, economics, rural development, business administration, public administration, and related fields.

Knowledge and Experience: 

•    Up to 2 years of progressive professional experience on gender equality, ending gender-based violence or violence against women and girls, and experience in programme/ project management is required.
•    Extensive knowledge and understanding of linkages of gender-based violence and SRHR as well as Population and development with is required. 
•    Experience working with wide range of partners including but not limited to Government, private sector, CSOs, media and beneficiary groups in Thailand both at local and national levels is required. 
•    Practical experience in project management i.e. designing, implementing, monitoring, evaluation and reporting of development projects is required.
•    Ability to work independently and harmoniously in a multi-cultural and multi-ethnic team environment maintaining tact and discretion in all dealings is required.
•    Experience in successful Partnership and resource Mobilization i.e. project document development, donor coordination is a strong advantage.
•    Good understanding of UNFPA mandates and its work in Thailand is a strong advantage.
•    Good interpersonal, planning, organizational and multi-tasking skills is an advantage.  
•    Computer literacy - Proficiency in the use of MS-Office Packages and the Internet is required.  
•    Good knowledge of Quantum or similar ERP system is an asset.
•    Strong verbal and writing skills both in English and Thai is required.

Languages: 

Fluency in English an Thai. Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
