Position Summary:
The Programme Analyst, Humanitarian Preparedness and Response is located in the Country Office (CO) in Yangon and reports to the Humanitarian Response Specialist in Yangon.
Job purpose:
UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in UNFPA Strategic Plan (2014-2017).
UNFPA manages the “Women and Girls First Initiative” (2016-2018), a 14 million USD multi-year UNFPA-donor joint trust fund. Under the Women and Girls First programme, UNFPA is committed to leading the international community and supporting national stakeholders in addressing gaps in gender equality, improving reproductive health (RH) services, responding to and preventing gender based violence (GBV) and integrating gender equality and women's rights perspectives into national policies, development frameworks and laws. Through these key outcomes, UNFPA will also be seeking to achieve improved and strengthened access to justice and increased participation of women in the peace process, through economic and political empowerment. The programme focus areas include Rakhine, Kachin and Northern Shan States and Kayin state with additional technical support to other areas in the South Eastern region including Kayah and Mon States.
Myanmar is vulnerable to a wide range of natural disasters and it is one of the most at-risk countries in Asia-Pacific Region. While the country’s coastal regions are particularly exposed to cyclones, tropical storms and tsunamis, rainfall-induced flooding is a recurring phenomenon across the country. The whole country is at risk from earthquakes, droughts and fires, while the country’s mountainous regions are also exposed to landslide risks. Unresolved conflict or inter-communal violence in Kachin, northern Shan and Rakhine States has resulted in an estimated 525,000 people in need of humanitarian assistance in Myanmar in 2017.
Emergency preparedness and humanitarian assistance is integrated in UNFPA’s third country programme and remains an important function of the organization. UNFPA in line with global strategy contributes to strengthening national capacity to provide sexual and reproductive health services, gender based violence prevention and response and data issues in humanitarian settings.
Under the overall guidance of the UNFPA Deputy Representative, with the direct supervision of the Humanitarian Response Specialist Affairs and in order to achieve humanitarian affairs related objectives laid down in UNFPA third Country Programme, the incumbent will be responsible for overseeing, planning and assisting implementation of humanitarian activities. The Programme Analyst will work in close collaboration with national authorities, humanitarian agencies (UN, NGOs and INGOs) and civil society organizations to provide humanitarian assistance as appropriate.
Requirements:
Qualifications and Experience
Education:
Advanced university degree in medical science, public health, humanitarian studies, or other social science and development related field.
Knowledge and Experience:
• A minimum of 2 years of increasingly responsible relevant professional experience
• Strong commitment to the mandate of the UN and UNFPA in Myanmar
• Field experience addressing/integrating gender, and/or reproductive health issues in emergency and post conflict contexts
• Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings
• Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills)
Languages:
Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages. Knowledge of local languages in UNFPA target states and regions is an asset.
Other Required Skills
Experience in application of conflict sensitivity and “do no harm” approaches in programming
