Job Summary
Under the overall guidance of the Representative and the direct supervision of the Assistant Representative, the Programme Analyst: M&E/DfD oversees the UNFPA Country Office (CO) "big data" agenda and ensures the effective management of UNFPA activities in the areas of Strategic Information, Monitoring & Evaluation, Data and Planning. S/he drives UNFPA’s reinforced and reinvigorated strategic information focused on assessing progress in implementing Adolescents Sexual and Reproductive Health and Rights (ASRHR), Gender Based Violence (GBV) and HIV Prevention policies, identifying and analyzing programmatic gaps at national level. The incumbent plays a pivotal role in providing the evidence needed by the Namibia CO to fulfil its strategic role in the country through data analysis on the status and trends in ASRHR, GBV, HIV Prevention and Family Planning, including modelling and mapping, to quickly and efficiently assess the impact of past efforts and chart the way forward. In addition, he/she will support the Government efforts to ensure that population issues are central to national development initiatives to promote social economic development in the context of the country's demographic dividend.
Qualifications and Experience
Education/Academic Requirements:
- Master’s degree in statistics, demography or population studies, economics or similar field;
- Postgraduate training in research and development an added advantage.
Knowledge & Experience:
- 3 to 5 years of increasingly responsible professional experience in development, including the reproductive health / population field, preferably with M&E and strategic information focus;
- Recognized expertise in monitoring and evaluation, research or related field;
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy;
- Adept at queries, report writing and presenting findings;
- Experience in working with government institutions, NGOs and/or national and international development partners;
- An understanding of the UN system in general, UNFPA’s mandate in particular would be an added value;
- Practical programming and strategic planning experience.
Languages:
- Fluency in English is required;
- Working knowledge of another UN language will be an asset.
Computer Skills:
- Proficiency in current office software applications;
- Proficiency in Atlas, PeopleSoft, and other computerized applications used by the UN.
