Position Summary:

The Programme Admin Associate position is located in a Regional Office (RO).   Under the guidance and supervision of the International Operational Manager (IOM), and as a member of the RO management services team, the Programme Admin Associate provides quality services in areas of procurement and administration in compliance with the relevant rules, guidelines, processes and procedures. S/He takes a client-oriented, results-focused approach to interpreting the rules, procedures and guidelines, provides support and guidance to the RO, and supports regional IOM in leadership and guidance to operations staff in Sub-Regional Office/s (SROs) and Country Offices (COs). 

The Programme Admin Associate supports implementation of the Regional Programme and delivers quality procurement and administrative services to internal and external clients mastering all relevant rules, guidelines, processes and procedures. S/he takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support and guidance to the RO, COs and UNFPA-supported projects.  

Requirements:

Qualifications and Experience

Education:  
 
Completed Secondary Level Education required. First level university degree desirable.
 
 Knowledge and Experience: 
 
Six years of relevant experience in administration, or procurement in public or private sector.
Proficiency in current office software applications and corporate IT financial systems.
CIPS certification is desirable
Knowledge of UN Personnel and administrative procedures and the ability to interpret administrative and personnel rules, regulations and procedures and explain them clearly and concisely is an asset
Proficiency in Atlas/ PeopleSoft or any other ERP, MS office, google and other computerized applications, ;
Successful completion of UN/UNFPA clerical/written test;
Excellent writing and communication skills in English and Thai.
Previous experience in the UN is an advantage

Languages: 
 
Fluency in oral and written English.  Depending on the duty station, another official UN language such as French, Spanish, Arabic, Chinese or Russian may be required.
