Position summary:

The Programme Specialist ensures the effective management of UNFPA activities in the areas of communication and advocacy, population dynamics component and mainstreaming of adolescents and youth concerns to all other programme components. S/he oversees project formulation and evaluation, joint programming initiatives and national development frameworks. S/he leads the programme team and collaborates with the CO’s operations/administrative support staff.

The Programme Specialist is located in Yangon directly reports to the UNFPA Representative based at UNFPA Country Office in Yangon.

Job Purpose:

UNFPA’s 4th Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017. The Programme focuses on three key areas of intervention 1) sexual and reproductive health) 2) gender equality and women’s empowerment and 3) population dynamics. The 4th Country Programme is aligned with UNFPA’s Strategic Plan (2018-2021) as well as within the umbrella of the first United Nations Development Assistance Framework (2018-2021). Youth and adolescents, gender equality issues are mainstreamed throughout the programme.
UNFPA has partnerships with the government departments, UN agencies, INGOs and local NGOs, foundations and research institutions, with a presence in a number of priority states/regions. UNFPA’s work involves development, humanitarian and peace building initiatives. Human rights and conflict sensitivity are an integral component in all of UNFPA’s  programming areas.

Requirements:

Qualifications and Experience

Education: 

Advanced degree in health, population, demography, gender and/or other related social science field.
Knowledge and Experience:
Five years professional experience in the field of development and population activities, with experience in programme/ project management.
Experience in application of conflict sensitivity and “do no harm” approaches programming
Diplomatic skills and political savviness in a highly complex working environment is required.

Languages:

Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages. Knowledge of local languages in one of UNFPA target states and regions is an asset.
