Programme Analyst Monitoring & Evaluation

The Position:

The Programme Analyst is responsible for the monitoring and evaluation and quality assurance of the UN Joint Programme AawazII “Empowering and Protecting Pakistan’s Women, Youth, Girls and Boys Today for a Developed Tomorrow”, which is funded by the Government of the United Kingdom that is on-going implementation ( 2018-2027). 
You will report directly to the International Monitoring and Evaluation Specialist with in close collaboration and guidance from the Technical Specialist GBV

You would be responsible for:

 

1. Assist in Planning, Monitoring, Evaluation and Reporting of the UNFPA country programme with special focus to AwaazII .


•     Contribute substantively to the formulation and design of workplans in line with Government priorities and according to UNFPA programme policies and procedures;
•     Ensure quality of workplans by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analysing technical soundness of programme strategies and interventions;
•     Provide technical oversight to ensure that all monitoring, evaluation and reporting activities are compliant with the result-based management principles, UNFPA guidelines/standards, and donor requirements;
•     Provide technical inputs and build the capacity of implementing partners working on Gender/GBV to strengthen monitoring, reporting and evaluation systems and enhance quality of programme data collected and reported;
•     Provide technical input to the design of technical and joint monitoring visits, participate in their implementation and support their follow up by preparing synthesis reports of findings and monitoring the implementation of the recommendations from the monitoring missions.
•     Coordinate evaluation studies and other relevant research undertakings for the UN Joint Programme;


2. Knowledge Management
•     Provide technical leadership to the review, evaluation and documentation of program results, best practices and lessons learned in the area of Gender/GBV, and effectively share these with relevant partners to inform programming, policy and advocacy;
•     Help create and document knowledge about current and emerging Gender/GBV issues, by analysing programme strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.
•     Continuously implement data visualization strategies that enhance the communication of program data according to the varying needs of targeted stakeholders;
•     Support digitalization of knowledge management for ongoing programmes, optimization of monitoring and evaluation data reporting, analysis and storage systems, and capacity strengthening for UNFPA staff and implementing partners to utilize ICT-based monitoring, reporting and evaluation tools.


3. Partnerships and Coordination
•     Support national and sub-national partners’ capacity to analyse and utilize monitoring and evaluation data for evidence-based decision making, policy and program formulation;
•     Maintain solid and cooperative working relationships with the Government, UN partner agencies and other stakeholders, and participate in national, interagency and other monitoring and evaluation coordination platforms and technical working groups.

Qualifications and Experience: 

Education:  

Advanced degree or equivalent in Demography, Population Studies, Mathematics and /or Statistics, Economics, Health Economics, Development Studies, Public Administration or other related social science field.

Knowledge and Experience: 

  • Post-graduate training in monitoring and evaluation will be an added advantage;
  • At least two (2) years of professional experience in monitoring and evaluation and/or research;
  • Demonstrated ability to refine programme design and to ensure alignment of programme/project objectives to national priorities;
  • Experience in conducting Gender/GBV-related research is preferable;   
  • Knowledge of rights-centred approaches and gender mainstreaming;
  • Extensive knowledge of Pakistan’s socio-cultural issues, legal provisions, and systems of administration;
  • Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations; 
  • Knowledge of the UN system would be an advantage;
  • Excellent computer and information management skills, including mastery of current office software applications;
  • Proficiency in data analysis software (e.g Stata, SPSS or R) will be an added advantage; 
  • Excellent writing and presentation skills.

 

Languages: 

Fluency in English is required. Working knowledge of other UN languages would be an asset.
