The Position:
United Nations Population Fund (UNFPA), the leading UN organization in Sexual Reproductive Health and Rights (SRHR), Gender Equality and Gender Based Violence (GBV) and Population and Development, is recruiting a Maputo-based Programme Coordinator for the ending GBV initiative “Tolerância Zero! À Violência Baseada no Género” (Tolerância Zero!).
Tolerância Zero! (TZ) reinforces the European Union and UNFPA’s commitment to gender equality and to support women's empowerment by engaging with the Government, Civil Society Organisations (CSOs) and other key stakeholders (including media and private sector partners) to fight against Sexual and Gender-Based Violence (SGBV).
The programme builds upon the achievements and lessons of the EU-UN Spotlight Initiative on Ending Violence Against Women and Girls, implemented in Mozambique between 2019 and 2023. In order to achieve the overall objective “To protect women, men, girls and boys in all their diversity from all forms of gender-based violence in the public and private spheres”, the planned initiatives will support the short and medium-term strategies of the Government of Mozambique in an integrated manner, encompassing a continuum of prevention and response to SGBV at central and provincial levels in Manica, Gaza and Maputo.
The programme’s specific objectives are:
1. Prevention of Sexual and Gender-Based Violence (SGBV) - Gender-equitable social norms, attitudes, and behaviours are promoted and supported by domesticated/translated laws at the institutional, community and individual levels.
2. Access to quality services - Women and girls who experience violence and harmful practices use available, accessible, and quality essential SGBV services.
3. Women’s movements and civil society organisations (CSO) - Women's rights groups, social movements and relevant CSOs, including those representing youth and groups facing multiple and intersecting forms of discrimination/marginalisation, more effectively influence and advance progress on ending SGBV.
4. Institutional capacities and data - Strengthened institutional, technical and coordination capacities of the Ministry of Gender, Children and Social Action (MGCAS) and other relevant stakeholders, towards a multidisciplinary and integrated/holistic response to SGBV, relying on quality data.
Under the overall guidance of the Deputy-Representative you will report directly to the Gender and Youth Team Leader.

Job Purpose:
The Programme Coordinator will be responsible for ensuring the effective and efficient implementation of activities in line with the EU approved Programme and implementation of actions that promote synergy and coherence across programme outcomes.
This includes: (i) managing daily implementation, including strategic coordination with government entities and provide technical quality assurance, including in communication, visibility and M&E, to the implementing team; (ii) ensuring Implementing Partners' management and engaging them in synergetic ways - including developing and facilitating capacity-building across the three provinces as needed; (iii) supervising programme national officers and other related consultants; (iv) liaising with the donor for technical related matters.
The Programme Coordinator will therefore need to have demonstrated experience and understanding of gender equality, prevention and response to GBV, women's empowerment, as well as coordination and mentoring experience, together with communication and mediation skills.
This position will be based in Maputo, supporting the coordination of Maputo, Gaza and Manica provinces’ implementation.
You would be responsible for:
Strategic planning, coordination, and implementation of the programme, focusing on achievement of the following results:
- Lead the overall implementation of TZ ensuring alignment with programme goals, objectives, including the formulation and management of Programme activities through the preparation of annual workplans and establishment of priorities, timelines, targets and standards for monitoring results.
- Provide continuous and timely follow up of various components of the Programme providing constructive ideas for problem solving. Constantly seek to improve programme service lifecycle.
- Work in close collaboration with other teams in the organization including programmes, operations as well as, when delegated, with other UN agencies, Government officials, multilateral and bi-lateral donors and civil society in ensuring successful Programme implementation.
- Ensures the implementation and compliance to UNFPA policies, strategies (such as UNFPA’s gender equality strategy), guidelines and tools during programme and Programme implementation, ensuring consistency and coherence in addressing UNFPA priorities as outlined in the Country Programme Document.
- Develops capacity of implementing partners (IPs) to execute the activitiesProgramme according to the rules and regulations of the UN, in particular the Prevention of Sexual Exploitation and Abuse (PSEA), and other GBV related norms.
- Provides recommendations on how to strengthen linkages between TZ and existing GBV, SRH, Gender, Youth and Adolescent programmes to ensure synergies between programmes and maximize programme impact.
- Ensure that all TZ activities create a neutral and supportive protection environment for women and girls and upholding ethical and UN humanitarian principles.
- Mentors and coaches implementation staff at the national and provincial levels to ensure the successful delivery of planned interventions.
Timely and effective management of Programme delivery, including of monitoring and evaluation efforts, focusing on achievement of the following results:
- Provide proper supervision of programme activities ensuring alignment with the Programme plan and budget.
- Identify complex Programmes related issues and immediately escalate sensitive matters to supervisor in an efficient manner to enable action to be addressed promptly avoiding dashboard issues.
- Supports TZ Programme budget allocations and tracking of Implementing Partners’ implementation of activities in line with approved budgets.
- Provides on the job guidance and technical supervision of the IP and Programme staff.
- Ensures quality control of UNFPA programmatic and financial delivery of the programme results, including proper use of funds, IP inventory/assets management, following up with IPs on implementation of audit recommendations to Implementing Partners, and programmatic achievement of results agreed in the Programme document and M&E results frameworks.
- Coordinate M&E visits, including joint field and high-level donor visits, to support effective monitoring and ensure stakeholder engagement.
- Ensure consistent monitoring and quarterly reporting on milestones in UNFPA systems, alongside routine tracking of IP workplans to guarantee timely and effective implementation.
- Oversee the collection and analysis of data, ensuring programme results are measured against established baselines (e.g., SGBV cases, service provision quality, engagement of women’s groups and CSOs).
- Compile comprehensive annual and biannual reports on programme performance, and lead mid-term and final evaluations to assess impact and inform ongoing planning.
- Provide technical support to IPs in monitoring and reporting processes, strengthening local capacity for sustained, quality M&E practices.
Foster partnership building and donor liaison, focusing on achievement of the following results:
- Identifies and supports building credible working relations with Programme stakeholders, including Governments and donor partners, facilitating the collaboration of key partners across sectors (e.g., health, justice, security) to implement a holistic, survivor-centred response to SGBV through TZ.
- Act as the primary focal point for coordination with government ministries, implementing partners and key stakeholders to ensure the coherent and integrated delivery of TZ.
- Support efforts to engage religious and traditional leaders, community activists, youth groups and the media to foster social behavior change and promote male engagement strategies.
- Contributes to resource mobilization efforts, reporting in strategic information system and Implementing Partners’ assurance activities (spot checks, following up with IPs on micro assessment and audit recommendations).
Implementation of communications strategy and advocacy and knowledge building efforts, focusing on achievement of the following results:
- Supports the development of the Strategic Communications and Visibility Strategy, ensuring key messages are aligned with programme goals and communicated effectively across various platforms, including community radio and national media.
- Coordinate identification of and reporting on best practices and lessons learned in line with communications goals and objectives directly linked to the Country Programme and its activities.
- Maintains the development of evidence-based advocacy components in collaboration with implementing partners, government counterparts and others as relevant, coordinating the planning and delivery of advocacy campaigns targeting local and national audiences, with a focus on youth engagement, community sensitization, and promoting the “Tolerância Zero!” brand.
- Ensures the maintenance of a programme shared drive, including a digital library of reference materials, knowledge products, such as communications tools, booklets, fact sheets and photographs of programmeProgramme activities, in a way that is easy for retrieval.
- Coordinate the development of knowledge products and consultations with women’s movements, civil society, and other relevant groups to ensure that lessons learned are captured and applied throughout the programme’s duration.
- Provide inputs for briefing notes and other communication products, as required.
- Carry out any other duties as may be required by the supervisor and UNFPA-management.
Qualifications and Experience:
Education:
- Advanced degree in social sciences, political science, development studies, gender studies, public health or related discipline.
Knowledge and experience:
- Five years of increasingly responsible professional experience in the field of gender equality and/or SGBV;
- Work experience with Programmes funded by the EU is highly desirable;
- Proven experience in coordinating/managing large scale programmes and multi-disciplinary teams of staff, experts and consultants;
- Strong communication skills and ability to engage with different types and levels of stakeholders.;
- Knowledge of and experience in emergency and crisis contexts is an advantage;
- Prior experience in the UN system is an asset
- Previous experience with UNFPA is an advantage.
Language Requirements:
- Fluency in English and Portuguese
Computer Skills:
- Proficiency in the latest office software applications, including management of information system(s).
- IT Ability to familiarize with Quantum +, ERP (Atlas), SPSS, PeopleSoft, SAP, GBVIMS, Power BI and other web-based integrated systems.
