The Position:

The Programme Coordinator, SRHR will form part of the Directorate of Social and Human Development and report to the Director of Social and Human Development. The coordinator will work in collaboration with the strategic partners of the Directorate for Social and Human Development to ensure a multisectoral response and mutual accountability by all partners so that the outcomes of the SADC SRHR Strategy are attained. Strategic partners include relevant Directorates and units within the SADC Secretariat, including the Gender Unit, Member States, civil society organizations, communities, and research institutions. The Programme Coordinator will coordinate, and support Member-States guided by the four core pillars of the strategy to accelerate the achievement of the outcomes of the SADC SRHR strategy, and thereby the SRHR-related targets of the SDGs 3 (Health and Well-being) and SDG 5 (Gender Equality and empowerment), and other SDG targets that may be identified.

Job Purpose:

As the Programme Coordinator you will be responsible for:

A. Coordination of the SRHR efforts by the SADC Secretariat to accelerate the implementation of the Strategy for SRHR in the SADC region 2019-2030 by: 

  • Developing a costed implementation/operational plan to ensure a coordinated effort in support of the implementation of the SADC SRHR strategy. 
  • Updating key regional SRHR frameworks and ensuring that SRHR is adequately integrated and reflected in relevant regional health programmes (including health financing, Universal Health Coverage), education, gender, youth, and broader development frameworks developed by the SADC Secretariat. 
  • Developing a partnership framework and forum to ensure a coordinated approach among development partners, UN agencies, civil society, academia, and networks of beneficiaries including key populations, young people, and women to support implementation of the strategy. 
  • Identifying and providing timely, quality-assured technical support to SADC Member-States that is responsive to their needs drawing on the SRHR technical assistance platform developed by the 2gether 4 SRHR programme. 
  • Strengthening knowledge management including the identification of emerging practices, case studies, and human interest stories that Member-States can adapt to advance progress against the four pillars of the SRHR strategy, to provide pathways for them to be integrated into their own national plans. 

B. Region-wide Multi-sectoral Effort to Support Regional Strategy Implementation:

  • Mainstream SRHR into the work of the Directorate of Social and Human Development and across relevant sectors of SADC including Gender, Youth, HIV, and Disaster Management 
  • Convene regional coordination meetings and technical consultations with Member States and key stakeholders to track progress against the implementation of the SADC SRHR Strategy; the development and dissemination of regional guidance on strategic priorities in SRHR for improved benchmarking and progress tracking by Member States towards the achievement of the 20 indicators in the SADC SRHR Scorecard
  • Prepare and summarise the outcomes from regional technical meetings into documents required for use and discussion by senior officials and Ministers of Health, Member States, key stakeholders, and others. 
  • Strengthen knowledge management and maintain a repository of outcome documents to be made available for use by ministries, member states, and key stakeholders, with outcomes and recommendations collated and incorporated into the annual work plan of the SADC Secretariat 
  • Develop, test, and implement a resource mobilization and sustainability plan to drive the intentional integration of SRHR into work across SADC. 

C. Lead Strategic Efforts to Advance SADC SRHR Strategy through;

  • A partnership framework articulating the roles and contributions of partners to support the implementation of the SADC SRHR Strategy, while also mobilizing partners to address identified gaps in implementation
  • An annual work plan and budget, in conjunction with strategic partners, that includes implementation of recommendations arising from meetings of Ministers of Health 
  • Oversight of an annual M&E Plan that incorporates periodic reporting on the SRHR Scorecard, yielding an annual report highlighting key progress made, gaps, challenges, and opportunities 
  • Strengthening the collection, analysis, and use of data across the region to track progress in meeting the SDG targets including through reporting on the SADC SRHR scorecard as a high-level peer review accountability and advocacy tool that fosters regional dialogue and commitment. 
  • Plans to execute partnership forums that incorporate tracking of partner efforts to support the implementation of the strategy. 

D. Oversee Commissioning, Production, and Quality Control of SADC SRHR Knowledge Products; 

  • Update timely and relevant technical publications on SRHR are featured on knowledge-sharing platforms including the SADC website 
  • Information graphics and other data visualization products such as Member State profiles are effectively used to demonstrate progress toward the implementation of the SADC Strategy 
  • Country-level analysis of inputs from the SRHR Scorecard informs the identification, documentation, and sharing of knowledge products (laws, policies, strategies), research, strategic information, and case studies of emerging best and promising practices, which are easily available to facilitate cross-country learning and sharing. 

Qualifications and Experience 

Education:  

  • Advanced university degree (Masters Level) in Public Health, Social Sciences, International Development, International Relations or related field

Knowledge and Experience: 

  • National of a SADC Member State 
  • Minimum of 7 years of professional progressive work experience in SRHR, public health, intergovernmental engagement, and/or social development programming in East and Southern Africa, including in humanitarian settings. 
  • Strong track record in programme management, management of high-performing teams, results-based planning, monitoring and reporting, proven ability to produce demonstrable results;
  • Proven experience in managing complex partnerships.
  • Experience in applying regional approaches to strengthen national outcomes beneficial. 
  • Strong skills in managing interpersonal relationships, and teamwork.  
  • Knowledge and previous experience managing multi-stakeholder programmes, with experience in managing joint UN programmes an advantage. 
  • Experience in the usage of computers and office software packages, experience in handling web-based management systems

Languages: 

Fluency in English; knowledge of Portuguese and/or French is an asset.
