The Position
The Programme Coordinator, Youth position is located in the Country Office of UNFPA in Juba. Under the direct supervision of Programme Advisor, ISRHR, this Programme Coordinator is responsible for leading the Adolescents and Youth Empowerment team in planning, implementation, coordination and monitoring of programme activities across the country in the areas of Adolescents and Youth Sexual Reproductive Health and Rights (AYSRHR), Youth Empowerment, Social Innovation and Behavioral Change, and sustainable livelihoods issues in both humanitarian and development settings.
The Programme Coordinator, Youth is as a member of the wider ISRHR Programmes Team and provides technical leadership in programming, implementation, stakeholder relations, knowledge management, M&E and efforts towards delivering the CPD and accelerating attainment of the transformative results of UNFPA in the Country. S/he provides support for various functions of the CO and maintains collaborative relationships with all staff and teams in the CO.
Job Purpose:
UNFPA South Sudan wants to show leadership in some areas including HIV/AIDS and Adolescents and Youth. This is related to the poor adolescent sexual and reproductive health. The median age of sexual debut is 14 years and while adult HIV prevalence rate is 2.5 per cent, 30 per cent of new HIV infections occur amongst persons aged 15-24 years, with women and girls constituting 64 per cent. Young people and other key populations, particularly sex workers, have poor access to integrated sexual and reproductive services and information, including comprehensive sexuality education for both in and out-of-school adolescents and youth. The youth programme in the CO thus needs a comprehensive and strategic response. The Programme Coordinator, Youth will contribute in improving access to ASRH services and information including contraception, comprehensive sexuality education (including using technology and social media), community outreach strategies targeting parents, teachers and community members, identifying the needs of specific target groups such as very young adolescents (10-14 years), young mothers, and vulnerable girls. S/he will also support ASRH-HIV related advocacy and policy dialogue as well as contribute to resource mobilization for ASRH initiatives.
The Programme Coordinator, Youth analyses trends in youth and adolescent sexual and reproductive health as well as the social, economic and policy related environment in-country. S/He is responsible for reports, updates and information on progress, and achievements of these components of the UNFPA supported programme and associated projects, in line with the principles of results based management. S/He ensures coherence with agreed national and international policy and planning frameworks, including the UNFPA Strategic Plan, Country UN Coordination Framework, National Development Plan, and related sectoral strategies. The specialist ensures that youth development is mainstreamed in the programmes of the CO. The Programme Coordinator, Youth may oversee the work of Programme Specialists, Programme Analysts and/or Programme Associates as well as consultants, advisors, and experts. S/He establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.
Qualifications and Experience:
Education:
- Advanced (Masters) Degree in development studies, youth development, political sciences, social policy, public health, social mobilisation, business administration, international relations or other related fields required
Knowledge and Experience:
- Minimum 5 years of relevant experience in administration, accounting, finance, or related fields is required.
- Excellent interpersonal, communication, negotiation, and managerial skills required. Self-starter, proactive, passion for the issues.
- Proven ability to develop and implement effective resource mobilization strategies and campaigns.
- Excellent written and oral communications and editing skills both in English and Arabic;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in South Sudan will be an added advantage
- Demonstrated ability to work in a team
Languages:
Fluency in oral and written English is required. Knowledge of Arabic is an added advantage. Working knowledge of another UN Official Language, an asset.
