The Position:

The post of Programme Finance Analyst is located in the UNFPA Pacific Sub-Regional Office in Fiji and reports directly to the International Programme Coordinator.

The Programme Finance Analyst contributes to the financial monitoring of programme implementation, and is a core member of the Programme team, which provides integrated programme and technical support within a systems strengthening approach fundamental to UNFPA’s overall strategy with a particular focus on the Transformative Agenda programme Phase II (2023-2027). The Programme Finance Analyst works in close collaboration with the operations, programme and project staff in the sub-regional office, and country offices, as well as with implementing partners if needed.

Job Purpose:

The Programme Finance Analyst will support the implementation of the Transformative Agenda Phase II programme (2023-2027) of the Pacific Sub-regional Office. S/He collaborates with the Programme and Operations teams in supporting the planning and implementation of the TA programme. He/she provides financial information, supports appropriate monitoring of projects and AWPs, supports gathering data for management to guide decision making regarding programme implementation.

You would be responsible for: 

A. Programme Oversight

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements.
  • Prepare information for the audit of the programmes and support implementation of audit recommendations. 
  • Contribute regular inputs for the submission of financial reports, on the TA programme, and reports monitoring and evaluation
  • Participate in field visits, including the Spot Check of Implementing Partners; participating in review meetings and monitoring missions if required 

B. Financial Management

  • Contribute to submission of financial reports for donors;
  • Monitor overall expenditure targets for TA Phase 2 programme in line with UNFPA global allocation system and annual targets; 
  • Monitor status of the Operating Fund Accounts (OFA) related to the TA Phase II project.
  • Create projects in Quantum plus, prepare budget revisions, revise project awards and status; and determine unutilized funds;
  • Provide administrative support in monitoring budget preparation and the finances of programmes, including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system;
  • Create requisitions in Quantum for development projects; register good receipts in the system;
  • Assist in the preparation and follow up of cost-recovery bills in Quantum;
  • Generate financial reporting for UNFPA across the TA programme.

 

C.  General Administrative Management 

  • Undertake all logistical, administrative and financial arrangements for TA Phase II project for meetings, workshops, Steering Committee meetings, events, and missions. 
  • Make travel arrangements for the Programme Team, including travel requisitions and claims; 
  • related to the TA Phase II project. 
  • Process payment for consultants;
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations; 
  • Maintain proper filling system of finance records, project documents – hard and soft copies; 
  • Maintain programme/project files for development, implementation, and evaluation purposes and ensure proper knowledge management of programme tools, guidelines, publications and best practices.

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience 

Education: 

  • An Advanced University degree (Masters) in Business Administration, Management, Public Administration, Accounting, Finance or a related field is required.
  • Recognized training and/or certification is an asset. 

Knowledge and Experience: 

  • Relevant professional experience in the data support management systems and financial management in the private, public sector and/or in an international organization would be desired. 
  • Strong organizational skills; 
  • Demonstrated ability to work in a team environment respecting diversity of work teams;
  • Sound interpersonal and communication skills;
  • Ability to use analytical tools and logic to gather, define information, situations, problems, and draw logical conclusions to the data; 
  • Make timely and appropriate decisions, taking into consideration, various and complex issues. 
  • Computer Skills: Proficient in MS Office Packages, databases and the Internet. 

Languages:

Fluency in English is required. Fluency in the local Pacific language is an advantage.
