The Position:
The Programme Management and Oversight Specialist ensures proper resources management through prudent budget planning and allocation for WCARO and its Country Offices, with continuous preventative oversight for optimal results, transparency and accountability. S/he monitors and reports on their performance and results; and ensures quality assurance and compliance with corporate strategic plans, programming policies and procedures, and reporting requirements.
S/he contributes to the planning and implementation of thematic and other evaluation activities in the region, and within the framework of an enhanced integrated technical, operational and programmatic support to COs; coordinates WCARO response to requests for support from country offices and monitors their effective completion and results. S/he is responsible for the planning and smooth running of the annual NEX audits in WCARO and oversees the implementation of the audit recommendations for WCARO and COs in close coordination with the other Units and COs concerned for timely follow-up actions.

Job Purpose:
The Programme Management and Oversight Specialist provides quality assurance to programmes and CO performance under the purview of WCARO; produces management information analysis to guide new policies, programmatic interventions, and/or any remedial actions required. S/he ensures that Cos are provided with rapid and effective GPS support services in the programming process to ensure that country programmes are implemented in the context of the ICPD Programme of Action and UNFPA Strategic Plan, national development processes, and the process of UN reform and in line with UNFPA policies and procedures.
Qualifications and Experience:
Education:
-
Advanced university degree in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related fields.
Knowledge and Experience:
- Seven years of increasingly responsible professional experience in developmental work, of which five years must be at international level;
- Substantive knowledge and practical experience in population, sexual and reproductive health, and gender programming;
- Strong communications and writing skills in English and French;
- Field experience is required;
- Excellent knowledge of issues pertaining to multi-donors funding, related reporting systems, especially within the context of large fiduciary funds administered by the United Nations system;
- Excellent knowledge of computer standard applications (Word, Excel, Outlook and PowerPoint);
- Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships;
- Cultural sensitivity, inter-personal skills and ability to work smoothly under pressure;
Languages:

Fluency in English is required and French is desirable to enable effective communication with English speaking and French speaking country coordination groups and local organizations (West and Central Africa region).
