The Position:

The Programme Resource Planning Specialist serves in the Division for Management Services, Strategic Resource Planning Branch (SRPB). The incumbent reports to the Resource Planning Advisor, Operations. The Strategic Resource Planning Branch (SRPB) ensures transparent, holistic, and efficient planning of UNFPA’s financial resources to support the achievement of the strategic plan. By taking a comprehensive perspective on the organization’s resources, comprising both core and non-core funding, SRPB helps both maximize impact and safeguard the financial sustainability of the organization. The Branch plays a key role in the integrated planning, distribution and management of financial resources for both programme and management activities and the monitoring of budget utilization. The incumbent supervises a team of international professional and/or general service team members.

Job Purpose:

The Programme Resource Planning Specialist ensures integrated, efficient and effective resource planning at UNFPA through the following areas of activities:

1. Budget planning and formulation and integrated funds allocation

2. Integrated resource management, monitoring and oversight

3. Capacity building, training, advisory services and technical guidance

4. Support decision-making and UNFPA strategic priorities

5. Branch management and representation, supervision of direct reports

Qualifications and Experience: 

Education:  

Advanced university degree in economics, public policy, political science, business administration, statistics, accounting, financial management, social science, data science, international relations or similar.

Knowledge and Experience: 

7 years of professional experience in the fields of development, humanitarian aid, public policy, resource planning, strategy and strategic planning, budgeting, finance, data analysis, or similar, at local, national and/or international level.

Other Desirable Skills:

  • Excellent written and spoken communication skills in English. 
  • Knowledge of ERP systems, in particular budgeting systems.
  • Excellent computer and office software skills including in Microsoft applications, e.g. Word, Excel, Access and PowerPoint, are necessary.

Languages: 

Fluency in English is required; working knowledge of other UN official languages, especially French or Spanish is an asset.
