The Position:

Under the overall guidance and direct supervision of the Youth Team Lead and SYP Regional Coordinator, the Monitoring and Evaluation Specialist provides leadership for the results based management, quality assurance, effective monitoring and evaluation, knowledge management and learning under the Safeguard Young People Programme. S/He analyses and assesses the implementation of the youth-related programmes in line with the Regional Programme Action plan including the political, social and economic trends in the Region, provides support to the research agenda of the regional programme and substantive inputs to UNFPA’s reports to be submitted to the donors and the corporate reporting system. 

Job Purpose:

The UNFPA East and Southern Africa Regional Programme Action Plan (RPAP) recognizes the youthful population in the region and has therefore committed to strengthen advocacy and policy dialogue, normative guidance and oversight at regional and national levels to promote an enabling legal and policy environment for adolescent and youth-responsive information and services, comprehensive sexuality education for in-school and out-of-school youth, and the progressive realization of human rights of all adolescents and youth in their diversity for bodily autonomy and protection from harmful practices.  Similarly, improving and expanding SRHR for adolescents and young people is one of the priorities for the Swiss Agency for Development Cooperation (SDC) and the Kingdom of the Netherlands (EKN). 

UNFPA East and Southern Africa, with support from SDC and EKN, has been implementing the Safeguard Young People Programme (SYP) since 2013. The overall aim of the programme is to improve the wellbeing of adolescents and young people aged 10-24 with a focus on their sexual and reproductive health status in the twelve countries in which the programme is implemented.

  • Ensuring the Safeguard Young people programme is constantly monitored and results are measurable and reported against set indicators as per the Results Framework validated by the countries involved in the implementation of the Regional Programme;
  • SYP and all other youth related programme priorities are strategically monitored, tracked reviewed and updated, to guide positioning and integration in national development frameworks; 
  • Policy and programme relevant evidence derived from all youth related  programmes as well as research and lessons learnt are documented and utilized;
  • Countries are constantly assisted with results based management, monitoring and evaluation aspects of youth programmes in order to generate, document and utilize evidence.

Qualifications and Experience Required: 

Education:  

  • Master Degree in Statistics, Demography, Social Sciences, or Public Health;
  • A Postgraduate training in monitoring and evaluation is an added advantage.

Knowledge and Experience: 

  • Minimum of 5 years progressive experience in programme management, monitoring and evaluation and/ a related field.
  • Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks; 
  • Substantive knowledge of results-based monitoring
  • An understanding of the UN system in general, UNFPA’s mandate in particular would be an added advantage.
  • Proven knowledge of adolescent sexual and reproductive health and rights 
  • Experience in the field is an asset 
  • Excellent writing, analysis and communication skills 
  • Excellent computer literacy skills especially Access, Excel and SPSS.

Languages: 

Fluency in English; knowledge of other official UN languages, preferably French and/or Portuguese, is desirable.
