The Position:

The Partnership/Programme Coordination Adviser (PPCA) is a dual portfolio post located in the Arab States Regional Office.  It has two pillars; Programme Coordination where the adviser reports to the Deputy Regional Director (DRD) who provides overall leadership, and strategic partnership portfolio where the adviser reports to the Regional Resource Mobilization Adviser (RRMA). S/He is the principal programme adviser in the Regional Office for integrated technical and programme advice, responsible for promoting cooperation. S/he is also responsible for  strategic partnerships, providing country offices and the regional programme with guidance, assistance and support on all programming and policy issues. The Position contributes to the coordination of the team accountable for integrated programme and technical support within a systems strengthening approach, which is fundamental to UNFPA’s overall strategy.

Job Purpose:

The PPCA provides strategic programming and coordination to ensure that the Fund’s programme policies in the region are firmly placed in the context of the new institutional environment in support of strengthened support to country programmes. Primary supervision is provided by the ASRO DRD. The RRMA is the secondary supervisor pertaining to the PPCA efforts to promote cooperation and strategic partnerships, support dialogue and engagement opportunities by identifying the interests and common priorities of partners and potential innovative businesses.

The Programme Adviser will provide strategic, high-level advice, horizon-scanning, and leadership on how UNFPA can achieve higher quality programming for enhanced performance and results through programme management policies, procedures, and quality standards (prescriptive content). This includes: strategic advice and analysis of emerging programming issues and opportunities across the UN system (including through UNDS reform) to position UNFPA as the UN’s principal agency for Sexual and Reproductive Health and Rights, Gender Based Violence, and population and development. 

You will report directly to the DRD, Secondary Supervisor on partnership deliverables to SRRMA.

Education:  Post-graduate University Degree or equivalent in Social Science, International Development, Public Health, Gender, International Relations, International Development, Public Administration, Management or other related field.

Knowledge and Experience:

  • At least 10 years of increasingly responsible experience in the development field, 7 years of which should at the International Level in the areas of enhancing organizational strategic planning and coordination, programming, monitoring and management;
  • Demonstrated experience working with strategic partnerships and positioning, an excellent  knowledge and understanding of the global institutions in the area of UNFPA mandate as well as outstanding networking and communication skills.
  • Demonstrated experience developing, monitoring, and assessing the effectiveness of policies and procedures for programming;
  • Hands-on experience managing or monitoring projects and programmes, preferably within an international or UN Organization;
  • Proven knowledge of Programme Management policies, standards, guidance, and tools, including Atlas and/or ERP systems;
  • Demonstrated strength in understanding opportunities for UNFPA within complex and different programming landscapes, and the practical utility of UN/UNSDG reform for country-level programming;
  • Strong knowledge and experience progressively built in the thematic areas of Reproductive Health, population and development, gender, advocacy and partnerships;
  • Strong track record of leadership, and proven ability to produce demonstrable results;
  • Strong communications and writing skills in English, and fluency in Arabic is an asset;
  • Extensive network within the development community and the UN System;
  • Experience in programme and/or technical assistance with the UN System;
  • UN inter-agency experience is a strong asset;
  • Field experience is required.

Language: Fluency in written and spoken English; proficiency in a second working language (French or Arabic) is an asset.
