Job Summary

The Resilience Specialist is located in the Country Office (CO) and reports directly to the Deputy Representative, Mogadishu.

Context and Job Purpose

Somalia has seen a trend towards political stabilization since 2011, and in early 2017 Parliamentary elections were successfully held and a new President was elected. However, Somalia still struggles with fragmented and weak institutions, including poor health, statistical and legal systems in a context of protracted conflict in addition to natural disasters such as drought and floods. The UNFPA Country Programme for Somalia (2018 – 2020) integrates an approach that seeks to strengthen the resilience of communities and institutions and invest in disaster risk reduction and emergency preparedness as a critical component to prevent and respond to the risks faced by the population, particularly women and youth.

Under the supervision of the Head of Office in Mogadishu, and in close coordination with the Deputy Representative, the Resilience Specialist is responsible for supporting the integration and coordination of resilience approaches within the UNFPA Somalia programme focusing on multi-sectoral and multi-agency convergence and programming to promote resilient households and communities, with sustained access to health and other services for women, girls and youth through periods of shock and crisis.

Education: 

Advanced university degree in one of the following fields: social sciences, public administration, law, public health, international relations or other related disciplines. Preferably a combination of programme management, administration, and relevant technical fields.

Knowledge and Experience:

A minimum of seven years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration including in countries experiencing and / or emerging from protracted crisis.
