The Position:
Under the overall guidance of the UNFPA Mozambique Country Office Representative, the Sexual Reproductive Health & Rights (SRHR) Programme Specialist will be part of the UNFPA field office in Pemba, Cabo Delgado, and work under the programmatic guidance of the CO Deputy Representative and the SRH Team Leader based in Maputo. S/he will be the focal Point for coordination, implementation, monitoring, and reporting on SRH activities, including HIV and medical aspects of GBV, in the northern provinces of Cabo Delgado, Nampula and Niassa with a special focus on the humanitarian-development peace nexus. The Programme Specialist will be accountable for the cost-effective and timely delivery of all SRH programs in the North, both technically and financially and lead the development of new interventions/projects as guided by national priorities and in alignment with the UNFPA Country Programme (2022-2026).
The Programme Specialist will work closely with the focal points in the Provincial Directorates of Health, implementing partners as well as sister UN agencies (including WHO, OCHA, UNHCR, UNICEF, IOM and WFP) to ensure effective programme management of SRH related interventions resulting in improved RH services including HIV and GBV to vulnerable groups among the host and conflict affected populations in the north in support of Government plans and strategies (national and sub-national), in particular ERDIN - Estratégia de Resiliência e Desenvolvimento Integrado do Norte – and PRCD – Plano de Reconstrução de Cabo Delgado, under the coordination of ADIN (Agência de Desenvolvimento Integrado do Norte).
Job Purpose:
Guided by the UNFPA Strategic Plan, 2022-2025, and the goals of achieving universal access to sexual and reproductive health and rights for all and accelerating the implementation of the ICPD Programme of Action, UNFPA Mozambique is starting its tenth Country Programme (CP) in 2022 with the vision to galvanize efforts to end preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices with increased emphasis on the humanitarian-development-peace triple nexus. The CP is fully aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026.
The CP has four interconnected outputs – quality of care and services; gender and social norms; data policy and advocacy; and humanitarian action. The first CP output on quality of care and services focuses on strengthened capacities of institutions, systems and communities to provide inclusive, effective, innovative, people-centred, high-quality integrated sexual and reproductive health and rights, HIV and gender-based violence services to ensure universal health coverage. The CP puts increased empahsis on providing technical support to the Government and other stakeholders to position sexual and reproductive health and rights in the development agenda, including universal health care, and reinforcing other national policies and programmes, and developing and implementing service policy, planning and delivery guidelines, protocols and programmes, based on global standards with increased attention to the triple nexus approach in the northern provinces of Cabo Delgado, Nampula and Niassa. Government ownership and coordination with relevant line ministries is at the core of UNFPA´s triple nexus approach to improve access to people-centred integrated sexual and reproductive health and rights care and gender-based violence quality essential services that leave no one behind.
Qualifications and Experience
Education Required:
- Master’s Degree preferably in Medicine, Midwifery, Nursing, Public Health, or relevant Social Sciences or other related fields.
- At least 7 years of experience of relevant experience in SRH program development and management
Knowledge Required:
- Field experience in complex emergencies, including humanitarian emergency response considered an asset
- Demonstrated leadership and management experience within a multinational and multicultural environment
- Ability to develop and coordinate SRH programs that target refugees, IDPs/returnees and their host communities.
- Supervision, coaching and mentoring experiences and skills
- Strong skills in writing SRH related proposals or reports
- Familiarity with UN development or humanitarian programmes and working procedures, including programming procedures is an asset
Languages:
- Fluency in English required.
- Knowledge in Portuguese, Spanish, Italian or French is a requirement.
