Position Summary:

The Programme Specialist is located in UNFPA Country Office in Yangon, Myanmar. Under the overall guidance of UNFPA Representative and direct supervision of UNFPA Deputy Representative, the Programme Specialist will be responsible for managing the implementation of the Women and Girls First Initiative (2016-2018) in a rapidly changing and highly complex environment. S/he provides overall strategic advice and direction in the management of the Initiative and ensures delivery of resources and results according to planned targets.  The incumbent will be based in Yangon with frequent backstopping missions to the field offices.

Requirements:

Qualifications & Experience:

Education:

- Advanced university degree in gender studies, public health, international relations, international development, public administration, financial management, business management social sciences or other related field.

Knowledge and Experience:

• A minimum of 5 years increasingly responsible and relevant professional experience at international or/and field level, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
• Knowledge on sexual and reproductive health and rights and gender equality issues, particularly GBV, including relevant international human rights standards and instruments;
• Proven achievement in managing a complex multi-partner, cross sector and cross cutting initiative is essential;
• Strong results-based programme management experience, with particular focus on strategic planning and capacity building;
• Prior working experience with UN agencies is an asset; and
• Working experience in Myanmar is an asset.

Languages:

• Fluency in English is required; working knowledge of another official UN language is desirable

Other required skills:

• Diplomatic skills and political savviness in a highly complex working environment is required.
• Experience in application of conflict sensitivity and “do no harm” approaches in the programming
