The Strategic Information and Knowledge Management Branch (SIKMB) guides and promotes the collection, analysis and use of strategic information and knowledge to support programming and management. It manages the main global data collection information database used to track corporate performance and results.
Position Summary:
Under the overall supervision of Branch Chief, SIKMB, the incumbent of this post will be responsible for leading development of methodology for portfolio review to measure performance of the business units within the organization. This specifically includes expert’s advice on data parameters which needs to be included in portfolio reviews, analysis of the data entered into the system, evaluation of the key SIS performance indicators, assessment of the progress made in use of indicators between the reviews, generation and analysis of reports and provision of specialist advice to guide management actions. In execution of his/her duties the incumbent will be working closely with the Offices of the Executive Director, Division of Management Services, Management Information Systems, Evaluation Office; Office of Internal Audit and Investigation Services and Regional Offices.
Summary of Key Functions:
- Leads the work of the PD working group on development of the periodic portfolio reviews. Provides guidance and coordinates periodic assessments of data quality, and the development of new innovative approaches to measuring performance of the units. Provides expert’s advice on portfolio reviews based on the analysis of information collected through the UNFPA Strategic Information System. The specialist advice is to be provided to the Officer of the Executive Director (DED-P) leading the portfolio reviews and to the PD management.
- Monitors, evaluates and reports on implementation and progress made on audit and evaluation recommendations across the organization.
- Provides guidance to country and regional offices that enables knowledge building and dissemination of monitoring and evaluation of program/project performance.
- Develops modifications to relevant existing institutional policies, practices and process improvements.
Results expected include:
- Effective analysis of strategic information and data collected on established corporate indicators.
- Timely delivery of outputs and reports in accordance with overall objectives and policies.
- Effective lead role in identifying significant issues and development of well-reasoned, innovative approaches to deal with these issues.
Qualifications and Experience
Education:
- Advanced university degree in social science, public health, or related field.
Knowledge and Experience:
- 7 years of experience in, performance assessment, programme monitoring and evaluation. Experience in population and development programming, performance audit, and experience and knowledge of field operations is highly desirable.
- Sound knowledge of development environment and knowledge of UNFPA’s operational environment desirable.
- Excellent analytical, communications and organizational skills required.
- Strong computer skills, including in spreadsheets and database management software, such as MS Excel and MS Access, and statistical packages such as SPSS required.
