I. Organizational Context /Job Purpose

On 24th May 2021, the project ‘Elimination of Violence Against Women and Children in Viet Nam’ was launched by the Government of Australia and the United Nations (UN) agencies (UNFPA, UNICEF, and UN Women). The overall goal of the project is to ensure all women and children in Viet Nam, including those most vulnerable, are able to live a life free of violence through strengthened prevention strategies and multi sectoral responses. 

The project is co-implemented by UNFPA, UNICEF and UN Women under overall coordination of UNFPA during period 2021-2025 with active engagement of Government Agencies (Ministry of Labor, Invalids and Social Affairs (MoLISA) - Gender Equality Department and Children’s Affairs Department; and the Ministry of Culture, Sports and Tourism (MoCST) - Family Affairs Department), CSOs and other national partners. 

The project funds two positions: (i) an International VAWC Technical Adviser/Programme Coordinator (TA), who supports the UN agency partnership by leading the coordination of the three UN agencies to jointly implement the project, stakeholder engagement, and provides technical advice to support high quality project deliverables, knowledge products and reporting; and (ii) a National Project Associate who will provide support to the TA and the project Technical Committee and Steering Committee.

The Project Associate of the DFAT-funded project will be located at the Green One UN House in Ha Noi, Viet Nam. They will work under the overall supervision of and report directly to the TA. 

Job purpose: The Project Associate supports the implementation of the DFAT funded project by providing administrative, financial, logistical, and secretarial support to the TA and the project Steering and Technical Committees for project delivery. They are instrumental in facilitating project implementation, using, and developing appropriate mechanisms and systems and ensuring compliance with established procedures. They assist the TA in the creation of knowledge products by compiling and collating information relevant to gender-based violence and violence against children for the project.

II. Functions / Key Results Expected

  1. Administrative and financial support for the management, implementation, monitoring and evaluation of the project. 
  2. Apply established systems and procedures and assist in the creation of substantive knowledge by compiling, collating, synthesizing information, specifically relevant to gender-based violence, violence against women and violence against children. 
  3. Assist the TA in coordinating joint project implementation and UNFPA in routine project implementation in close collaboration with national counterparts and project personnel, and in coordinating the timely delivery of project results and reporting deadlines;
  4. Provide Vietnamese written translation and oral interpretation support as needed, including quality assurance of translated products; 
  5. Provide administrative and logistical support to the TA in the conduct of project meetings, workshops and events and other project activities; 
  6. Support the monitoring of project performance by supporting UNFPA and project Technical Committee members to provide necessary information and analysis, including timely implementation against indicators/results and the schedule; detect potential implementation problems (including activities and deliverables) and propose remedial action; 
  7. Support three UN agencies in monitoring project budgets, project delivery rate against the workplan for management purposes; 
  8. Participate in field visits, review meetings and facilitate evaluation missions and prepare regular inputs to status and progress reports; carry out regular follow-up on the implementation of spot check and audit findings; 
  9. Support advocacy and resource mobilization efforts of the three UN agencies by establishing and maintaining donor and public information contacts. Assist with organizing donor meetings and public information events, including preparing relevant background materials for these events; and
  10. Assist in implementing the project knowledge management, communications and media strategies to capture lessons learned and best practices related to the project; share them with management for future initiatives; and 
  11. Implement any other activities requested by the TA and the Technical Committee.

III. Impact of Results

The key results have an impact on the overall efficiency in the implementation of this donor-funded project. Accurate analysis and presentation of information enhances participating agencies’ position as strong and credible development partners and facilitates decision making by management.

V. Recruitment Qualifications

Education:

Completed secondary level education required.

First level university degree in Business/Public Administration or Management, Project Management, Finance or relevant degree is desirable.

Experience:
  • 6 years of relevant experience in supporting programme/project management in the public, private or not-for-profit sectors 
  • Demonstrated organizational and time management skills 
  • Demonstrated ability to multitask effectively in a fast-paced environment while paying close attention to the detail
  • Proficiency in Google Workspace and current office software applications and corporate IT systems
  • Knowledge of or experience in projects on violence against women and/or violence against children considered an asset 
  • Experience in event management considered an asset
Language Requirements:
  • Fluency in oral and written English
  • Fluent in Vietnamese
