The Position:
 
Under the supervision of the STFA Programme Coordinator the M&E Specialist will be responsible for the Monitoring and Evaluation of UNFPA’s Special Trust Fund for Afghanistan project as part of UNFPA’s humanitarian programming and response in Afghanistan. The focus of the response is on RH and GBV, requiring close coordination with the respective CO teams and partnering UN Agencies.

Job Purpose:
 
The Special Trust Fund for Afghanistan (STFA) was established on 20 October 2021 in response to the events of August 15th. The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the ABADEI Strategy and the UN joint programmes developed under it. The ABADEI Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan and is aligned with the United Nations Transitional Engagement Framework. It offers an integrated yet decentralized approach to programming for community resilience. It proposes an innovative, inclusive and highly agile approach, that puts people first, targets the most vulnerable and meets specific local needs. 
UNFPA as a member is committed to delivering an integrated, multi-agency, nationwide response to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) needs. 
 
The M&E Specialist will work in close collaboration with humanitarian agencies (UN and international NGOs) and national partners and civil society organizations to implement the scale up of existing SRH interventions and adaptation to the current humanitarian context. Each programme component involves at least 2 UN Agencies and all data is to be streamlined across all participating UN Agencies to provide a comprehensive and integrated approach to design, implementation, monitoring, evaluating, and reporting. 
In a complex operating environment, the M&E Specialist will play a vital role in project planning, performance monitoring and evaluation.  S/he will play a leadership role with the project team in developing and implementing monitoring, evaluation and capacity building plans and establishing collaborative relationships with UN agencies, Implementing Partners, and community stakeholder.

Qualifications and Experience
    
Education: 

 
Advanced university degree in population and development studies, sociology and/or other related social science field.
 
Experience: 
 
• At least 5 years of increasingly responsible professional experience in planning, designing and management of large and complex programmes; 
• Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks; 
• Substantive knowledge of results-based monitoring; 
• Client orientation and strong teamwork attributes;
• Knowledge of rights-centered approaches and gender mainstreaming;
• Knowledge of the UN system would be an advantage;
• Excellent writing, communication presentation and computer skills;
• Proficiency in current office software applications;
• Humanitarian field experience is strongly desirable; 
• Knowledge of the UN system would be an advantage.
 
Language requirements: 
 
Fluency in English is required; Knowledge of other official UN languages would be an asset.
