Job Purpose:
Guided by the UNFPA Strategic Plan, 2022-2025, and the goals of achieving universal access to sexual and reproductive health and rights for all and accelerating the implementation of the ICPD Programme of Action, UNFPA Mozambique is starting its tenth Country Programme (CP) in 2022 with the vision to galvanize efforts to end preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices with increased emphasis on the humanitarian-development-peace triple nexus. The CP is fully aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026.
The CP has four interconnected outputs – quality of care and services; gender and social norms; data policy and advocacy; and humanitarian action. The first CP output on quality of care and services focuses on strengthened capacities of institutions, systems and communities to provide inclusive, effective, innovative, people-centred, high-quality integrated sexual and reproductive health and rights, HIV and gender-based violence services to ensure universal health coverage. The CP puts increased empahsis on providing technical support to the Government and other stakeholders to position sexual and reproductive health and rights in the development agenda, including universal health care, and reinforcing other national policies and programmes, and developing and implementing service policy, planning and delivery guidelines, protocols and programmes, based on global standards with increased attention to the triple nexus approach in the northern provinces of Cabo Delgado, Nampula and Niassa. Government ownership and coordination with relevant line ministries is at the core of UNFPA´s triple nexus approach to improve access to people-centred integrated sexual and reproductive health and rights care and gender-based violence quality essential services that leave no one behind.
To accelerate progress towards the three zeros in the northern region, UNFPA puts increased focus on ensuring uninterrupted provision of the minimum initial service package for reproductive health in emergencies, while building health system resilience to reduce the impacts of climatic hazards on women’s and girls’ sexual and reproductive health.
At least 1.5 million people in northern Mozambique are estimated to need life-saving and life-sustaining humanitarian assistance and protection in 2022 as a result of the continued impact of armed conflict, violence and insecurity in Cabo Delgado Province. Over the course of 2021, the crisis in Cabo Delgado deepened the needs of both displaced people—many of whom have been forced to flee multiple times—and host communities, who have continued to show incredible solidarity in the face of increasingly stretched resources and services. While some returns of people to areas recaptured by the Government and allied forces is anticipated in 2022, the situation remains volatile. The conflict expanded geographically in the latter months of 2021, including the first verified attacks by non- state armed groups in neighboring Niassa Province.
More than 735,000 people were estimated to be internally displaced in Mozambique due to the conflict in Cabo Delgado by November 2021—including 663,276 people in Cabo Delgado, 68,951 in Nampula, and 1,604 in Niassa—according to IOM’s Displacement Tracking Matrix (DTM) Baseline Assessment Round 14.
UNFPA is in the process of strengthening its humanitarian-development-peace approach in the Northern region in support of Government plans and strategies (national and sub-national), in particular ERDIN - Estratégia de Resiliência e Desenvolvimento Integrado do Norte – and PRCD – Plano de Reconstrução de Cabo Delgado, under the coordination of ADIN (Agência de Desenvolvimento Integrado do Norte).
The Programme Specialist for SRHR will provide effective management and technical leadership to a growing portfolio of sexual and reproductive health and rights programmes in the northern region of Mozambique with focus on the provinces of Cabo Delgado, Nampula and Niassa. S/he will be accountable for the cost-effective and timely delivery of all SRHR programs in the North, both technically and financially and lead development of new interventions/projects as guided by national priorities and in alignment with the UNFPA Country Programme (2022-2026). S/he will work in close collaboration with the SRH Team Leader based in Maputo bringing cutting-edge technical knowledge and advice on current and emerging approaches in the area of SRHRs and policies to the CO, government and partners with focus on the triple nexus context (humanitarian, development and peace).
