The Position:

The Sexual Reproductive Health and Rights in Emergencies (SRHRiE) Information Management (IM) Specialist will be based in Cox’s Bazar, Bangladesh. 

Under the overall guidance of UNFPA Head of Sub-Office, the SRHRiE IM Specialist will directly report to the SRH Team Leader.

Job Purpose:

UNFPA, the UN reproductive health and rights agency, aims to achieve universal access to sexual and reproductive health and rights for all by ending unmet need for family planning, ending maternal death, and ending violence and harmful practices against women and girls. Currently, UNFPA is implementing its 9th Country Programme (2017-2020) in Bangladesh. The unprecedented level of the influx of Rohingya refugees seeking refuge in Bangladesh from Myanmar’s northern Rakhine State since 25 August 2017, has led to the new arrival of over 670,000 Rohingya refugees staying in Cox’s Bazar district (according to the Inter Sectoral Coordination Group).  This “fastest growing humanitarian crisis in the world” has exacerbated an already protracted refugee crisis in Cox’s Bazar for the past decades.

More than half of these Rohingya refugees are women and girls.  Out of the total 1.3 million target beneficiaries of the UN/NGO joint Humanitarian Response Plan including both refuges and host communities, UNFPA estimates that 299,000 are women of reproductive age (15-49 years).  Approximately 64,000 women and girls are currently pregnant with 5,000-6,000 births every month, all of whom need access to life-saving sexual and reproductive health services, including antenatal care, emergency obstetric and newborn care and postnatal care. Women and girls are at increased risk of sexual violence and thus need support with life-saving interventions, which includes clinical management of rape, case management and psychosocial support.  To oversee these efforts at saving the lives of vulnerable girls and women and building back better with resilience, UNFPA has established a Sub-Office in Cox’s Bazar, as a front base housed by UNFPA personnel and experts on emergency coordination, sexual and reproductive health and rights (SRHR), gender-based violence (GBV) and operations. 

As the SRHRiE IM Specialist, s/he will be responsible for managing all SRHR related information for the SRHR team in Cox’s Bazar.  In close collaboration of the Country Office SRHR Programme Unit, Sub-Office SRHR Programme Unit and M&E Unit, the SRHRiE IM Specialist will substantively contribute to the management, coordination and quality assurance of planning, implementation, and monitoring of SRHR information management activities in Cox’s Bazar.  In addition, under the guidance of the UNFPA Cox’s Bazar Sub-Office management, the SRHRiE IM Specialist will work closely with government authorities, humanitarian agencies, civil society and local counterparts to promote collaborative information exchange for driving more effective humanitarian assistance to Rohingya Refugees and host communities.  

The SRHRiE Information Management Specialist Cox’s Bazar will, under the direct supervision of UNFPA Head of Sub Office, provide strategic information management support to the management of the UNFPA’s humanitarian programme in Cox’s Bazar.

Education:

Advanced degree (Master’s or equivalent and above) with specialization in public health, gender studies, humanitarian affairs, human rights, law, economics, statistics, data management, ICT, sociology, social work, development studies, public administration, international relations, and/or other related social science disciplines.

Knowledge and Experience: 

• At least 5 years of experience in data management, research or monitoring and evaluation, preferably related to health.

• Experience on data collection and analysis, including proficiency in geospatial information systems

• Experience in UN/UNFPA humanitarian/development/peace-building programming and operations is desired

• Demonstrate understanding about UN common programming principles including human-rights based approach, gender equality and capacity development

• Proved experience in survivors-centered approach

• Experience in coordination and liaison with government counterparts and other development partners and stakeholders, including NGOs and communities

• Demonstrated professional experience within a multinational and multicultural environment.

• Skills in building strategic alliances and partnerships, strong communication and networking and excellent organizational skills.

• Experience in developing and/or contributing to the development of training materials and experience in facilitating and conducting capacity development training

• Excellent English speaking and writing skills, excellent communications skills, and inter-personal skills

• Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills. 

Languages: 

Fluency in English; knowledge of other official UN languages is preferable.
