Job Purpose:

Following the Taliban's takeover of Afghanistan in August 2021, the UNFPA Country Office has played a crucial role in responding to the humanitarian crisis that unfolded. The focus of the interventions has been on providing essential reproductive health services to the affected population, with a particular emphasis on women, girls, and young people. Recognising the heightened risk of gender- based violence in such crises, UNFPA has also been actively involved in efforts to prevent, mitigate, and respond to cases of gender-based violence, demonstrating a commitment to safeguarding the well-being and rights of the vulnerable populations in Afghanistan.

The UNFPA's humanitarian interventions have been made possible through financial support from various donors. This underscores the importance of international collaboration and solidarity in addressing the urgent needs of the Afghan people during this challenging period.

In order to sustain and expand its humanitarian interventions, development basic services and peace focused interventions, UNFPA Afghanistan is taking steps to enhance its capacity by seeking the expertise of a national consultant. This consultant will play a crucial role in supporting resource mobilization and building partnerships to ensure the quality and timeliness of funding proposals and donor reporting.

You would be responsible for:

Under the overall guidance of the Representative and direct supervision of the Resource Mobilization Specialist, the National Resource Mobilization and Partnerships Officer will work closely with the Resource Mobilization and Partnership team to support UNFPA’s interventions through resource mobilization and partnership efforts.

He/she will work with programme units, M&E, Communications, and the resource mobilization and partnerships team to enhance the caliber and punctuality of funding proposals and donor reports. He/she contributes to the overall effectiveness of UNFPA's humanitarian response, ensuring that the organization remains adept at securing support and maintaining transparent communication with donors.

 Summary of Key Functions:

  • Support units and collaborate with Resource Mobilization and Partnership team to write concept notes, proposals, project reports, situational reports, and other relevant documents, as well as ensure adherence with the SOPs related to Reports writing and Proposal development.
  • Support the tracking of funding pipelines and coordinate financial projections to ensure a systematic overview of financial resources and enhance strategic planning and resource allocation for effective program implementation.
  • Collaborate closely with the Monitoring and Evaluation (M&E) Unit to verify the accuracy and currency of data and statistics presented in reports, project proposals, situation reports (sitrep), and other pertinent documents.
  • Support units and collaborate with Resource Mobilization and Partnerships thematics to update the monthly reporting calendar and ensure timeliness of reporting deadlines are kept.
  • Assist in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning.
  • Perform any other activities/tasks as requested by the CO.

The following are key outputs expected from the consultant:

  • Timely, comprehensive and compelling concept notes, proposals, project reports, situational reports, and other relevant documents produced with accuracy and currency of data and information.
  • A detailed funding pipeline analysis report that tracks financial resources as well as projects’ microplannings created and updated on a fortnightly basis.
  • Knowledge management strategies, capturing lessons learned and best practices produced and used by the communication unit.

Qualifications and Experience: 

Education:

  • Advanced university degree or Bachelor's degree with an additional 3 years experience in international development studies, social sciences and/or business administration, law, public administration or other related fields

Knowledge and Experience:

  • At least three years of increasingly responsible professional experience in resource mobilization and partnerships, or other relevant fields;
  • Background in planning, reporting and resource mobilization, knowledge of the UN System and in particular UNFPA policies and procedures preferable;
  • Track record of preparing high quality donor proposals and reports;
  • Strong analytical ability and experience in representing an organization;
  • Excellent writing and oral communication skills in English;
  • Excellent interpersonal and negotiation skills are necessary in this position;
  • Good knowledge of humanitarian response, prior experience of working in challenging and complex humanitarian response is desirable.

Language requirements: 

  • Fluency in English is required. Dari and Pashto are necessary as the working language in Afghanistan. 
  • Knowledge of other official UN languages would be an asset.
