Regional GBV in Emergencies Specialist P4-FTA , Amman Jordan

The Position:

Under the direct supervision of the head of the Regional Humanitarian Hub for Syria and the Arab states, and with a dotted line to the Arab states Humanitarian Advisor, and close collaboration with the Gender Advisor and the Regional Emergency GBV Advisor (REGA) .

Job Purpose:

  Provide  tailored operational and coordination support to the UNFPA regional Syria crisis response, including the Whole of Syria, in the areas of GBViE coordination; and contribute to) technical support on GBViE programme implementation within the region and . knowledge and evidence base on GBV in humanitarian settings for the Arab states region  Duties and Responsibilities:  

You would be responsible for:

Coordination

• Lead WoS GBV AoR coordination mechanisms as per the Humanitarian programme cycle including      ensuring that GBV needs are fully presented in the HNO and addressed in the HRP and any flash or other appeals. 
• Facilitate coordination amongst the GBV coordinators of Syria and the cross-border responses (WoS approach) including leading on all WOS strategies such as GBV risk mitigation, Al hol GBV strategy etc. ]
• Lead development of  Voices from Syria, HNO GBV analysis report for Syria and support the replication of the Voices methodology (captured in Beyond Numbers in other HRP countries in the Arab states)     

Tailored operational support on GBViE         

• Provide technical inputs and operational support to the development of relevant programmatic, coordination, advocacy and policy documents to address GBV in the context of the Syria HRP and 3RP and other HRP        settings   as requested
• Contribute to the implementation of the regional adolescent girl framework and oversee adolescent girl initiatives and partnerships such as Rebel Girls 
• Participate in relevant regional forums to ensure GBViE is addressed     . 
• Facilitate learning and sharing on GBViE between UNFPA country offices in the region

Knowledge Management

• Contribute to the global knowledge on GBV in Emergencies by capturing best practices and lessons learned from UNFPA humanitarian country operations in the Arab states.
• Lead the development of best practices tools and resources for GBViE in the region based on CO’s operational needs identified

Resource Mobilization

Support hub resource mobilization efforts including proposal development and reporting for WoS and 3RP as needed.

Qualifications and Experience: 
 

Education:  

Advanced university degree in Public Health, Social Sciences, Political Sciences, Public Administration, Economics, Development Studies, Gender Studies, Law, or Programme/Project management, Monitoring and Evaluation.

Knowledge and Experience: 

• a minimum 7 years of professional qualifying and relevant experience, with at least 5 years of relevant development work at the national, regional or international level 
• Proven experience of managing or coordinating GBV programmes is essential
• Experience of working in the region and in the Syria Crisis an advantage.
• Excellent knowledge of and experience with results-based management methodologies and tools (project and programme management, design, monitoring and evaluation) and research and policy-level analysis
• Excellent inter  personal skills and ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytic thinking, planning and organizing, time management, creativity and innovation and client orientation. 
• Demonstrated self-motivation, persistence and the ability to proactively manage own stress level and those of others; capacity to deal with conflict situations and opposition in a positive manner; maturity and sound sense of judgment to interact with all UN colleagues at various levels, senior government      officials, civil society representatives, donors and other 
• Experience in working with UN/UNFPA is an asset. Field experience is strongly desirable
• Initiative, strong conceptual and analytical abilities, sound judgment, liaison skills, negotiation skills, administrative, management and organizational skills (including time management)
• Proven communications, interpersonal, and writing skills in English.

Languages: 

Fluency in English is required; Working knowledge of another official UN language predominantly spoken in the region ( Arabic) would be considered an asset.
