Organizational Location

UNFPA’s Arab States Regional Office, based in Cairo, supports the work of 15 UNFPA country offices, covering 20 countries (including GCC sub-region) and territories in the Arab region. UNFPA’s regional office ensures that the objectives, programs and messages of the organization across the region are coherent and in line with UNFPA’s global priorities of ensuring that every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. Advisors and specialists at the regional office closely support country offices by providing advice and technical expertise, as well as helping draft policies in the fields of family planning, maternal health, child marriage, FGM, GBV, gender equality, census, and demographic dividend. Resource mobilization and strategic partnerships are cross-cutting areas of work and are a basic tenant within the functions of the office; and the support provided to Country Offices.

Organizational Setting

Under the overall supervision of the Regional Resource Mobilization and Partnership Adviser (RMPA), the staff member – located in the regional office – will perform various tasks, including: the implementation of the ongoing UNFPA Strategic Plan (2022-2025); the Corporate Resource Mobilization strategy (2022-2025); the Corporate Strategic Partnership Framework (2022-2025); building and coordinating Regional Office (RO) and Country Offices (COs) resource mobilization efforts and partnership engagement and support; expanding the base for the regional and country offices both in terms of donors and strategic partnerships; knowledge transfer and skills development in RMP; supporting and independently developing relevant Concept Notes, proposals and reports; support to relevant inter-divisional initiatives and collaboration; and enhancing UNFPA ASRO’s overall partnership agenda within the region including for political positioning.

Job Purpose

Within the framework of strengthening the resource mobilization and strategic partnership architecture at corporate level, and in tandem with enhancing UNFPA capacity and scope of work at regional level with the main goal of scaling up support for partnership building efforts with multiple strategic partners and donors - the staff member will support the Resource Mobilization and Partnership Adviser (RMPA), spearheading the overall effort to build donor engagement and strategic partnerships. The responsibilities include drafting and reviewing proposals and concept notes; reporting functions including quality assurance for country donor reporting; grant management and tracking; and building an appropriate and sustainable donors’ and partners’ base for the Regional Office and relevant Country Offices.

S/he will support the development and updating of the Regional Office resource mobilization (RM) and strategic partnership strategies, tools and procedures and coordinate their implementation. S/he will support Country Offices’ (COs) donor engagement and application for funding through the RO facilitated calls for proposals mechanism in place (e.g. for EU-ECHO, PBF, Global Fund, and Japan Supplementary Budget). The incumbent will support the management of partner and donor proposals; project tracking and reporting; and other programmatic documents in collaboration with relevant RO and CO teams, and Operations Manager(s). The quality assurance or reporting through acting as secretary of the internal ‘Peer Review Mechanism’ will be a priority task, including support to COs, Brussels Office, and the RMP RO team in the roll out and conducting of donor monitoring missions, and verification exercises (EU).

S/he will also lead in supporting the skills development and knowledge sharing with the CO teams in results-based reporting; analytical writing and other skills required for quality proposals and partner reporting; donor engagement; management and project cycle implementation for selected donors (e.g. EU); development of resource mobilization and strategic partnership plans; advocacy and resource mobilization outreach. S/he will manage under RMPA supervision the coordination of the relevant RO quality assurance mechanism in place (Peer review committee – PRC) for all donor proposals/reports. Review of donor and partnership legal Agreements and MoUs; donor/strategic partners’ mapping and outreach, will be among the tasks performed. Under the overall guidance of the RMPA, the incumbent will act as focal point for the Strategic Partnership Branch within the RO.

Major Activities/Expected Results

Under the overall supervision and guidance of the Regional Resource Mobilization and Partnership Adviser, the individual will perform the following activities/expected results:

Resource Mobilization:

  • Conduct research, analysis and provide intelligence on: donor landscape, income tracking against targets, funding gap analysis, entry points for innovative financing, fiduciary and aid environment in Arab region analysis etc.
  • Support RMPA in facilitating annual resource mobilization (public non-core), and strategic partnership (private sources of non-core) target setting, and monitoring including pipeline compilation, and Customer Relationship Management (CRM) Solution maintenance.
  • Support to the skills and capacity development of COs in RM; including grant management; project cycle implementation; donor mapping and engagement; proposal writing and reporting; donor verifications and monitoring (EU). Providing support to the overall administration of tailored trainings and skills’ development interventions.
  • Under the supervision of the RMP Adviser, and within the framework of the quality assurance (QA) ‘Peer review mechanism’, review proposals and donor reports, coordinate donor submissions, and support Donor Agreement and Report Tracking System (DARTS) compliance for donor reporting.
  • Support the review of donor agreements and ensure compliance with UNFPA standard legal and policy frameworks, including financial rules and regulations. Provide support to the subsequent grant management through tracking and follow up on non-core resources implementation rates; requirements for funds extension; and or other relevant interventions to ensure timely delivery of results/projects unto donors.
  • Produce and share progress and analytical reports, briefing notes, RM gap analysis and infographics as/when required to ensure that important donor/partner engagements and developments are communicated on an expedient and efficient basis by/with relevant senior management, technical and emergencies personnel in the Regional and Country Offices and with external partners.
  • Create knowledge management tools for RM and P in the regional office including the updating of relevant donor profiles, lists, and contacts, and the maintenance of an RM depository for proposal writers and other staffing needs.
  • Coordinate donor and country support missions; and support to convening donor events at regional and country levels including for strategic dialogues, advocacy, seminars, and other relevant forums.

Strategic Partnership Building and coordination:
 

  • Provide technical and operational advice with guidance from RMPA on the planning, developing and implementing of partnership initiatives and engagements with State and Non-State partners including donors, private sector, philanthropic bodies, Funds/Foundations, Individual giving, and UN partners at level of Regional Office (RO) and country Offices (COs).
  • Support the Preparation of an annual strategic Partnerships’ action plan (in coordination with Strategic Partnership Branch (SPB)); and ensure its efficient implementation and monitoring including mechanisms and approaches to manage, monitor, evaluate and report the progress of strategic partnerships, and reach annual income target set.
  • Support the development of capacity building interventions and tools needed to enhance strategic partner engagement and guide country offices’ counterparts in developing strategic partnership engagement plans and initiatives. Support the organization and facilitation of learning sessions, workshops, webinars and events for COs on effective engagement for Strategic Partnerships.
  • Conduct periodic research/mapping of prospective new strategic (private) partners for UNFPA, and provide analysis of the areas of work, outreach, financial basis and areas for potential cooperation.
  • Support COs in accessing and conducting the corporate Due Diligence process required for new strategic partners; and entry of strategic partnership opportunities in the CRM.
  • Under supervision of RMPA, act as regional focal point for strategic partnerships Branch at the Regional Office including in the area of Innovation and South-South Cooperation.
  • Support the organization of strategic partners (and private sector) advocacy meetings, events, workshops and relevant outreach. Maintain a network (and lists) of strategic partners including private donor partners.

Work Relations

External partners include staff of sister UN agencies, both at the regional and country levels; strategic partners at the regional and sub-regional levels; and Governments and donors to exchange information, and initiate cooperation.

Internal partners include Regional programme and technical staff; UNFPA country offices (COs), programme and technical staff at HQ level; Strategic partnership branch (SPB) and Resource Mobilization Branch (RMB) focal points; relevant headquarters Divisions and staff, Liaison and Representation offices.

In all activities, s/he fosters collaboration within the RO, with COs, and relevant Corporate divisions and units; providing integrated strategic partnership and resource mobilization support and results.

Job Requirements

  • Education: Post-graduate University Degree in development related disciplines, political science, international relations, international development, business administration, or other social science. In the absence of a post-graduate degree, one additional year of year of professional experience may be considered as commensurate.
    Knowledge and Experience: 
  • Experience: A minimum of two years of progressively responsible experience in international development and/or public relations, resource mobilization, partnership and diplomacy, preferably within an international organizations and/or the UN system. 
  • Established track record in inter-agency partnerships and cooperation, including familiarity and experience with Joint Programmes
  • Relevant work experience with the UN, bi-lateral, and multilateral partners/donors/agencies and/or non-governmental organizations;
  • Proven technical skills in the development of Concept Notes, project proposals, and reporting.
  • Familiarity with UNFPA mandate, programmes, guidance, and policies
  • Familiarity with the thematic areas of reproductive health and rights; gender based violence and protection; and the human rights based approach
  • Strong writing and communication skills.
  • Languages: Fluency in English is required, knowledge of an additional UN language is an asset
