The Position: 
 
The UNFPA Finance Branch (FB) seeks to establish a roster of qualified Finance Associates for engagement under fixed-term or temporary appointment contracts, based on need and availability of resources, in the areas of financial operations, revenue accounting and control, donor financial reporting, treasury controls and accounts payable and payment processing.
 
The FB plays a key role in the custody and oversight over the appropriate use of financial resources, and the strengthening of ongoing compliance with the International Public Sector Accounting Standards (IPSAS).

Its portfolio of activities include:

  • Global financial management.
  • Development of financial management policies, procedures, and guidelines and monitoring of compliance therewith.
  • Statutory and specialized reporting; and
  • Processing and control of transactions and provision of advice, operational guidance, and support to field offices and HQ units in key financial management and operations areas, including:
  • Financial accounting and reporting;
  • Accounts payable;
  • Payments;
  • Vendor management;
  • Contributions receivable;
  • Other accounts receivable;
  • Collections;
  • Trust fund management;
  • Donor reporting;
  • Cash transfers to partners;
  • Inventory management. 

The FB is also actively involved in the Information and Communications Technology (ICT) Transformation project, which aims at implementing an integrated and transformational information technology solution, including a new, more agile and flexible Oracle cloud-based Enterprise Resource Planning (ERP) system providing UNFPA with more effective business processes and better ability to respond to evolving user needs. 
 
Job Purpose:
 
The Finance Associate provides support, guidance and oversight to UNFPA field offices (FOs) and Headquarter Units (HQ) in the areas of financial management and accounting; performs different accounting controls, including the analysis and reconciliation of general ledger accounts and monitoring of the integrity and completeness of financial information; processes payments and other accounting transactions; and supports the preparation and certification of financial reports.

Qualifications and Experience
Education

Completion of secondary level education is required.

First level University degree and/or accounting qualification from a recognized body is desirable.  

Knowledge and Experience 

  • 6 years finance-related work experience - accounts receivable, accounts payable, general ledger maintenance, etc. 
  • Strong attention to detail and data analysis skills; ability to use large and imperfect datasets for meaningful analysis identifying key trends, data integrity gaps, and performance strength and weaknesses.
  • Good writing, communication and presentation skills.
  • Proficiency in the use of spreadsheets, word processing and computerized accounting systems.
  • Previous experience with the UN system organizations is desirable.
  • Previous experience with a major ERP system, preferably Oracle cloud is desirable. 

Languages

Fluency in English is required.

Proficiency in French and/or Spanish is a distinct advantage.
