The Position:

The Security and Administrative Associate provides support to the Palestine Country Office by performing a variety of security and administrative services while ensuring high quality and accuracy of work. The incumbent promotes a client, quality and results-oriented approach. 

You will report directly to the head of office for Gaza and work very closely with the CO Security and Access Officer.  You work in close collaboration with the Operations Manager, the various Security Focal Points for other UN agencies in Gaza as well as with the United Nations Department of Safety and Security (UNDSS)- Gaza, to coordinate tasks, request and share information, and to ensure pro-active, consistent, quality service delivery.

You would be responsible for:

  1. Assistance in implementation of security plans and measures
  • Review accumulated information and maintain a continuous picture of evolving events affecting personnel safety and security in Gaza.
  • Prepare first draft briefs, notes, reports, studies and recommendation on critical issues of interest for senior management decision-making.
  • Advise, supervise and maintain Gaza office security by coordinating and conducting physical security inspections of facilities. 
  • Maintain an ongoing evaluation of air and land evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, fuel supply and accessible roads.
  • Check that the information contained in the Security Plan has been properly distributed to all staff and that key individuals are aware of and capable of performing all required actions.
  • Ensure effectiveness and efficiency of the Warden system including the Emergency Notification in Gaza.
  • Coordinate with UN counterparts that the SRM measures are in place for UNFPA personnel in Gaza.
  • Contribute in the preparation of draft UNSMS policy documents such as the SRM, Gaza security plan(s) including all aspects related to the elaboration, development, implementation, and updating of the plan as well as evaluating its effectiveness. 
  • Determine if the appropriate equipment and resources are on hand to implement a Security Risk Mitigation Measures (SRM/M), particularly physical security measures for Gaza office spaces, guest houses, vehicles and emergency communication systems. 
  • Monitor SRM/M implementation and keep CO management and Head of Gaza Office abreast of Gaza’s security and safety compliance. 
  • Support the implementation of the CO’s Business Continuity Plan (BCP) and identify resources and as required conduct crisis preparedness exercises and drills. 
  • Coordinate, undertake or participate in security missions, as required, including high risk, to perform joint UN AFP security assessments. 
  • Coordinate and draft periodic incidental reports and oversee drafting of a weekly situation report. 
  • Report all incidents to the Head of Gaza Office and prepare first draft after-action reports following all incidents.
  • Support the conduct and follow up of investigations and incidents affecting UNFPA staff and offices.

 

  1. Supporting knowledge building and knowledge sharing in Gaza focusing on achievement of the following results:
  • Master and share material on security methodology, advisories, specifications etc., as required and stay abreast of UN system reforms related to safety and security. 
  • Disseminate and maintain UN and UNFPA safety and security directives/guidance and instructions, in consultation with the CO Security and Access Officer. 
  • Assist in organizing and running safety and security training courses/sessions, briefing sessions and workshops.
  • Represent UNFPA in UNSMS Security Cell.

 

  1. Administrative Assistance
  • Work closely with drivers to ensure UN vehicles are well maintained, vehicle repairs are reported, and repairs done in a timely manner.
  • Ensure that fuel consumption is well documented, tracked and weekly consumption reports are generated. 
  • Maintain routine and confidential correspondence files/documents related to security and administrative issues.
  • Ensure both guest houses for International and national staff have good stocks of emergency food.
  • Ensure communications including staff local phone numbers, internet at office and guesthouses function uninterrupted and quickly troubleshoot any challenges with the support of ICT Associate of the CO. 
  • Support and facilitate the logistics team in timely procurement, availability and distribution of humanitarian and office supplies
  •  
  • Keep an up-to-date inventory of all UNFPA assets in Gaza. 
  •  
  • Supervising drivers and other staff as assigned.
  • Any other duties assigned by the supervisor.

Qualifications and Experience: 



 

Education:  



         Completed Secondary Level Education required University Degree desirable, 

          Certification in administration and security fields desirable. 



 

Knowledge and Experience: 

  • At least six years of relevant experience in security (military, gendarmerie or police contexts). Prior experience with the UN system or an international Non-Governmental Organization is desirable.

 

  • Experience in the usage of computers, applications (e.g. Google Earth) and office software packages (Microsoft Office package i.e. MS Word, MS Excel, MS PowerPoint, etc.). 


Languages: 

  • Fluency in English and Arabic is required.
