The Position:

This position is located in the Office of the Security Coordinator (OSC) directorate in Headquarters, and reports to the Chief (D-1) or to his/her delegated authority.

Threats against senior United Nations officials are of a global nature and require comprehensive security management strategy based on detailed personal security threat assessment (PSTA) and commensurate mitigation measures.  The Office of Security Coordinator (OSC) monitors threat information and directs security support for UNFPA Senior Managers and personnel globally.

Under the direction of the Chief, OSC, the incumbent facilitates the security requirements, including the provision of safe, secure, attentive and quality driving services to the Executive Director and visiting VIPs/mission, and performs other security and administrative tasks as directed by the supervisor.

You would be responsible for:

Security and Crisis Support:

  • Assists with HQs crisis management and emergency preparedness;
  • Provides executive security/logistic support in the event of an emergency at HQ;
  • Informs Chief, OSC of threat information in regards to UNFPA senior managers;
  • Implements threat mitigation strategies as directed by the Chief, OSC;
  • Liaise with local law enforcement authorities and other security professionals regarding events which may impact the safety and security of UNFPA senior managers;
  • Reports daily to the Chief, OSC on the current status of threat and risk mitigation measures employed for the protection of UNFPA senior managers; 
  • Surveys, tests and provides recommendations to the Chief, OSC regarding the effectiveness of current mitigation measures/strategies in place for the safety and security of Executive Director;
  • Maintain appropriate level of confidentiality in relations to the tasks, duties and responsibilities. 

Driving and Maintenance:

  • Facilitates the day to day secure movements of UNFPA Executive Director and other high-ranking officials;
  • Operates the UNFPA executive vehicle for the safe transport of authorized passengers;
  • Oversees the maintenance, repair and cleanliness of the UNFPA executive vehicle;
  • Performs daily security and safety inspections of vehicle and its associated emergency equipment;
  • Conducts advance review of travel itinerary and event locations in order to determine safest travel routes, location of emergency services facilities, and available emergency response options;
  • Ensure vehicle maintenance and repair and documents associated with the vehicle;
  • Maintains official logbook of travel, daily mileage, gas consumption, and vehicle maintenance;
  • Ensures that established SOP is implemented in the case of a vehicle accident or other emergency;
  • Assists in providing special services required for visits of foreign dignitaries to UNFPA Office HQ;
  • Perform other security and coordination tasks and assignments as directed by UNFPA Chief, OSC.

Administrative Tasks

  • Addresses requirements for the Executive Director by coordinating her/his schedule and provide special services to OED required for visits of foreign dignitaries;
  • Ensures that the steps required by UNFPA rules and regulations are taken in case of involvement in an accident;
  • Ensures that communication channels with local law enforcement are effective;
  • Continuously reviews local emergency laws, instructions and advises on changes, in order to ensure appropriate security mitigations measures are implemented, as directed by Chief, OSC;
  • Continuously keeps abreast of local news media for threats.

Learning:

  • Spends 5 % of working time on learning and self-development in the area of Risk Mitigation, Threat Analysis and defensive driving techniques;
  • Keeps abreast of international security trends.

Work Relations:

Internally:

  • UNFPA business units (OED, DHR, DMS/FASB).

Externally:

  • UN Secretariat, UNDP, UNICEF, Diplomatic Missions to the UN, 605 Building Management. 

Qualifications and Experience: 

Education:  

  • Completion of secondary level education;
  • University degree in a relevant discipline is an asset, but not required;
  • Formal certification in Defensive Driving training;
  • Knowledge of security management and risk management practice;
  • Must possess a valid U.S. driver’s license with clean driving record;
  • Chauffeur courtesies, skills in minor vehicle repair and vehicle maintenance routine;
  • First responder accreditation would be an asset, not a requirement.

Knowledge and Experience: 

  • 5 years of relevant experience in security, policing, the military or commercial security;
  • Personal Protection Specialist (PPS) Certification or equivalent Executive Protection Training desired, but is not a requirement;
  • At least 10 years practical driving experience in the NY boroughs; working experience with one of the UN organizations is desired, but is not a requirement;
  • Candidate must have successfully passed the UNGSST/ASAT.

Languages: 

Fluency in both written and spoken English is required.  Knowledge of another UN Language is desirable.
