The Position:

The Strategic Planning Specialist in the Policy and Strategy Division (PSD) is based at UNFPA Headquarters and reports to the Chief of the Policy, Strategic Information and Planning Branch. The post will contribute to the work of PSD in the implementation of the UNFPA strategic plan and programming.

Job Purpose:

The Strategic Planning Specialist will contribute to the UNFPA strategic planning areas of work. The incumbent performs tasks in the following areas:

A. Managing SIF

  • Managing the Strategic Investment Facility (SIF) of UNFPA;
  • Identify policy needs and lead the development and review of policies and guidance related to strategic planning, including the development of investment cases, social impact investment and other public-private partnership investment models related to the SIF;
  • Analyze and report on the investments made through the SIF and its link or relevance to UNFPA programming.

B. Strategic planning

  • Contribute to the development and implementation of UNFPA’s strategic plan;
  • Provide substantive inputs in designing and implementation of the SP monitoring framework;
  • Assist in the coordination of the strategic planning processes.

C. Development of policy, guidance and tools

  • Develop, implement and maintain corporate strategic planning and development financing tools, including the further development of investment cases, benefit-cost analyses;
  • Provide technical assistance and guidance to UNFPA country offices in relation to strategic planning.

D. Knowledge sharing and capacity development

  • Supporting the building/developing of internal capacity in the area of strategic planning;
  • Establish and maintain knowledge-sharing mechanisms for disseminating results and lessons learned for strategic planning;
  • Prepare and conduct presentations and briefings to internal and external audiences, such as the Executive Committee, Executive Board, Audit Advisory Committee and parliamentarians.

E. Representation

  • Participate on UNFPA’s behalf in interagency meetings on strategic planning- and/or development financing-related issues;
  • Provide substantive inputs to UN sister agency strategic plans, when requested.

F. Perform other duties as required by the Chief of the Branch or the Director of the Division.

Qualifications and Experience: 

Education:  

Advanced university degree, preferably in economics, business administration, sociology, international development, public administration, and other related social science fields. 

Knowledge and Experience: 

  • A minimum of 7 years of progressively responsible relevant experience, particularly in development financing, with at least three years at the international level.
  • Demonstrated work experience in developing and/or implementing development financing strategies/ initiatives required.
  • Experience with results-based management and/or coordination of planning processes is highly desirable.
  • Proven understanding of country programming processes and/or international development processes is desirable.
  • Excellent analytical and communications skills required.

Languages: 

Fluency in English is required; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
