Background Information
The UNFPA’s Global Emergency (Surge) Roster contains the various profiles of staff members needed in emergency and humanitarian situations. In the event of an onset of an emergency or humanitarian crisis, staff members who are on the Roster will be deployed to the affected country (or countries) within 48 - 72 hours. Staff members selected for the Surge Roster will be invited to attend a workshop and simulation exercise in September 2022 and will be given access to training to augment the effectiveness of the Surge team members.
The incumbent serves as a member of the Country Office Management Team, and provides operational support to the Country Office, contributes to the delivery of the humanitarian/emergency efforts to the affected population, and ensures that operations are carried out, effectively, efficiently, in a timely and transparent manner, mindful of subsequent audit considerations.

Qualifications and Experience
For positions at the P2 level
Job experience: Minimum 2 years of relevant experience (e.g. GBV, protection, human rights) with graduate degree (equivalent of a Masters), 3 years with undergraduate degree (equivalent of a BA/BS).
Languages: Proficiency in English is required.
For positions at the P3 level
Job experience: Minimum 5 years of relevant ((e.g. GBV, protection, human rights) job experience with graduate degree (equivalent of a Masters), 6 years with undergraduate degree (equivalent of a BA/BS) of which 2 years in the field and 3 years in an international capacity.
Languages: Proficiency in English is required.
For positions at the P4 level
Job experience: Minimum 8 years of relevant (e.g. GBV, protection, human rights) job experience with graduate degree (equivalent of a Masters), 9 years with undergraduate degree (equivalent of a BA/BS) of which 3 years in the field and 5 years in an international capacity.
Languages: Proficiency in English and knowledge of a second UN language (Arabic/Chinese/French/Russian/Spanish) at B2 is required.
Candidates should meet at least the following requirements:
Experience in management and/or coordination of multi-sectoral GBV prevention and response programmes in emergencies, experience with direct implementation preferred.
Demonstrate understanding of survivor-centred approach, believes in gender equality and applies, promotes and integrates gender analysis into humanitarian programmingExcellent communication skills and demonstrated ability to work as part of a team, with team members based in other countries/organizations.
Able to work effectively in a multi-cultural environment and under pressure.
Able to work with different stakeholders from government institutions, international organizations, academia and NGOs, and the affected communities.
Knowledge of resource mobilization; CERF, Flash Appeals and pooled funds.
For Coordination post; understanding of the 6 functions of Coordinators.
Proficiency in English required, French strongly desired.
For the GBV information management profile, strong technical skills are required, including strong data management, analysis and visualization skills. Advanced skills in IM tools such as Kobo, Activityinfo, Excel/Access/SQL/PSS and/or Power BI are desired. Experience in developing and facilitating training along with preparing technical guidance materials is also needed.
