Position Summary:

The Technical Adviser, Family Planning post is located in the East and Southern Regional Office of UNFPA, Johannesburg, South Africa and is under the overall leadership of the Regional Director and reports directly to the Deputy Regional Director through an overall Unit coordinator/practice manager.  S/he is the principal adviser at the regional level for integrated technical, policy and programme advice on voluntary Family planning /contraceptive service programmes.  The Family Planning Adviser works in an integrated manner with the technical and programme staff of the ESARO and with country teams covered by the region, under the coordination of the Team Coordinator of the integrated SRHR unit. In general, the position is expected to be part of a programme of engagement with the political and technical arms of intergovernmental sub regional and regional organizations as well as with relevant sub regional and regional NGOs, professional associations, regional economic commissions (RECs) and Regional Banks (Africa Development Bank) and international development agencies to get contraceptive/family planning programmes including RHCS issues, ICPD beyond 2014 agenda and relevant ICPD Sustainable Development Goals into their focus, decisions and programmes, creating visibility for UNFPA’s leadership. The functions of the position in regard to Family planning/contraceptive and fertility management and RHCS issues will also extend to country programmes, in the context of the enhanced but supportive role that ESARO is expected to assume.

Requirements: 

Education:  Post-graduate University Degree or equivalent in public health, medicine, logistics management, social sciences of business or other related field. The graduate or post graduate degree must be directly related to the substantive area identified in the title of the post. A course in logistics, essential drugs, and MIS is a plus.

Knowledge and Experience: 
-10 years of increasing responsibilities at the national level in RH  or health programmes ideally with direct experience relating to logistics systems
-At least five  years regional international experience advising other countries on RH commodities
-Extensive knowledge of supply management: forecasting, warehousing, distribution, transportation and logistics information systems.
-General knowledge of the principles and operational aspects of integrated reproductive health care.
-Familiarity with UN development programmes and working procedures especially UNFPA policies and programming procedures, an asset.

Languages:
Strong written and spoken skills in English; French and/or Portuguese desirable.
