The Position:
Under the overall guidance and supervision of the Regional Director, the Monitoring and Evaluation (M&E) Adviser will work within an integrated, coordinated and systems strengthening approach, which is fundamental to the Regional Office and UNFPA’s overall strategy.
The M&E Adviser works in close collaboration with the other units of the Regional Office, which operates along broad thematic units designed to stimulate and strengthen inter and intra-unit coordination, coherence and synergy, facilitating timely and quality management and delivery of holistic population and development programme activities. S/he oversees the effective monitoring, utilization and effectiveness of the strategic information system (SIS) for result planning, monitoring and reporting, and ensures full compliance with the UNFPA corporate M&E policies, procedures and standards.

Qualifications and Experience:
Education:
- Advanced university degree in public health, sociology, demography, economics, international development, management or other fields directly related to monitoring and evaluation.
- The graduate or post-graduate degree should preferably include credits in the principles and practice of monitoring and evaluation.
Knowledge and Experience:
- 10 years of increasingly responsible professional experience, of which five years at the international level, and of which five years in evaluation of development, health and/or social programmes.
- Recognized expertise in monitoring and evaluation.
- Strong track record of innovative leadership in planning and managing evaluations, and proven ability to produce demonstrable results.
- Strong experience with United Nations programming.
- Strong communications and writing skills in English and French.
- Ability to effectively handle multiple tasks without compromising quality, team spirit and positive working relationships.
- Cultural sensitivity, inter-personal skills and ability to work smoothly under pressure.
- Field experience is required.
- Extensive network within the academic and development communities
Languages:
- Fluency in French and English is required.
- Working knowledge of Portuguese would be an asset.
