The Position:
UNFPA works in partnership with the key government institutions, including social welfare and women development departments and commissions on the status of women to implement comprehensive federal and provincial programmes to advance gender equality and address GBV.
The Technical Specialist is responsible for integrated technical and programme advice for Gender/GBV issues, and works in an integrated manner with the programme and technical staff in UNFPA Pakistan.
You will lead the Country Office Gender/GBV team and provide technical leadership and strategic guidance to the United Nations (UN) Joint Programme “Empowering and Protecting Pakistan’s Women, Youth, Girls and Boys Today for a Developed Tomorrow”. The Government of the United Kingdom confirmed a £ 17.25 million contribution to the UN Joint Programme in May 2018 for the period of 2018-2024. UNFPA is one of the two UN Agencies that are part of the beneficiaries of the Foreign, Commonwealth and Development Office funds for the UNJP.
You will provide programmatic and technical support and coordination to ensure strong partnership and collaboration with the government institutions at federal and provincial level, the UN system and other development partners in a comprehensive multi-sectoral gender and GBV prevention and response programming.
You will report directly to UNFPA Representative.
Job Purpose:
In a highly complex operating environment, you will play a key role in promoting partnership and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society in support of advancing gender equality and addressing GBV. You must effectively influence counterparts from diverse backgrounds to advance the 2030 Agenda for Sustainable Development and the Programme of Action of the International Conference on Population and Development.
You will provide technical guidance of strategic nature to the UN Joint Programme “Empowering and Protecting Pakistan’s Women, Youth, Girls and Boys Today for a Developed Tomorrow”, and oversee the work of the Country Office Gender/GBV Team, including consultants and experts, and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues.
Requirements:
Qualifications and Experience
Education:
Advanced university degree in law, social sciences, or gender and development or related field.
Knowledge and Experience:
• 7 years of professional experience, preferably in programme/project management in the public or private sector;
• Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards; Prior training in gender and GBV issues and their application in development settings;
• Experience in developing and implementing pro-women policies and acts;
• Strong track record of programme leadership, and proven ability to manage complex programmes/projects and produce demonstrable results, with shared visions and goals;
• Strong negotiation, liaison, analytical and communication skills, including ability to produce high quality practical advisory reports and knowledge products;
• Demonstrated expertise in advocacy and policy dialogue is desirable; Demonstrated ability to network within the development community;
• Field experience is strongly desirable;
• Knowledge of the UN system would be an advantage;
• Field experience is strongly desirable;
Languages:
Fluency in English is required; Working knowledge of another official UN language is desirable.
