The Position:
The Violence Against Women and Children (VAWC) Technical Specialist is located in the UNFPA Country, Viet Nam. S/he will work in close collaboration with the Steering Committee, Technical Committee, coordinators and project staff of the three UN agencies, programme staff and the operations team of the UNFPA Country Office which is in charge of the project coordination, Government partners, experts and civil society organizations involved to ensure successful project implementation.
You will report directly to the UNFPA Assistant Representative, under the overall guidance of the Representatives of UNFPA, UNICEF, UN Women.
Job Purpose:
On 24th May 2021, the project “Elimination of Violence Against Women and Children in Viet Nam” was launched by the Government of Australia and the United Nations (UN) agencies (UNFPA, UNICEF, and UN Women). The overall goal of the project is to ensure all women and children in Viet Nam, including those most vulnerable, are able to live a life free of violence through strengthened prevention strategies and multi sectoral responses. The project covers 4 key outcomes to address the drivers and root causes of violence against women and children (VAWC) in the family, while acknowledging and linking to efforts to address both gender-based violence and violence against children more broadly as follows:
- Outcome 1: Evidence based laws and policies, increased resource allocation and strengthened coordination and accountability structures promoted and supported to prevent and respond to violence against women and children, in line with national and international standards and commitments
- Outcome 2: A strengthened and more effective multi-sectoral response (including systems, capacities, and service provision) delivers increased access to quality essential services for victims and survivors of violence.
- Outcome 3: More effective violence prevention, gender and social norm change promoted through innovative evidence-based communication, awareness raising, advocacy and community mobilization
- Outcome 4: Improved research, data collection and analysis and knowledge exchange inform evidence-based approach to prevent and respond to violence.
The project is co-implemented by UNFPA, UNICEF and UN Women under overall coordination of UNFPA during period 2021-2025 with active engagement of Government Agencies (Gender Equality Department, Children’s Affair Department of Ministry of Labours, Invalid and Social Affairs, Family Department of Ministry of Culture, Sports and Tourism), CSOs and other national partners. The project will fund two positions: (i) an International VAWC Technical Specialist; and (ii) a National Project Associate, who, together, will support the UN agency partnership by leading the coordination and management of project implementation, stakeholder engagement, and support high quality project deliverables, knowledge products and reporting.
The Technical Specialist has a dual role. You are responsible for leading the coordination and management of project planning, implementation, monitoring, evaluation and reporting, and they provide sound, evidence-based technical advice to ensure the high quality and standards of the project and to maximize the project’s policy influence and contribution to programming knowledge issues related to violence against Women and Children. You will be supported by the National Project Associate.
Your primary roles are:
a. Project coordination and management of project delivery on behalf of the three UN agencies.
b. Strategic policy, advocacy and technical advice and dialogue with an emphasis on prevention and response to VAWC and promotion of gender equality and child protection and safety.
c. Develop strong, collaborative and respectful partnerships with Government of Viet Nam and all three UN implementing agencies, the donor, and CSOs.
d. Provide technical support and capacity development to UN and implementing partners staff on prevention and response to VAWC.
e. Using data on violence against women and children trends and international best practice, to inform and advise integrated and effective national responses to VAWC.
f. Facilitate the implementation of the joint activities between the three UN agencies.
g. Technical advice for project implementation in line with international standards on prevention and response to VAWC including the linkages between VAW and VAC.
h. Resource mobilization, as necessary.
Qualifications and Experience
Education:
Advanced university degree in gender studies, anthropology, feminist studies, sociology, human rights, law, cultural studies, international development, or any other fields directly related to Gender.
Knowledge and Experience:
• At least 7 years of experience on VAW or VAC prevention and/or response, programming and coordination, of which 5 years at the international level.
• Demonstrated technical knowledge and experience in linking violence against women (VAW) and violence against children (VAC).
• Extensive experience in providing policy advice to Government agencies, as well as in coordination among different national and international agencies.
• Strong track record of technical leadership, publications and proven ability to produce demonstrable results.
• Initiative and sound judgement; ability to organize work and demonstrated ability to work in harmony with persons of different nationalities and cultural backgrounds.
• Ability to work in diverse and complex environment, with people with different socio-cultural backgrounds.
• Work experience in the UN system including inter-agency collaboration and UN Reform agenda, as well as knowledge of the UN Prevention Framework and Essential Service Package Guidelines as an added advantage.
• Familiarity with management and monitoring tools is desirable.
• Field experience is strongly desirable.
• Knowledge of and experience with the Vietnamese context would be an advantage.
Languages:
Proficiency in both spoken and written English is required.
