Background:

In line with the new UNFPA Country Programme 2022-2026 as well as UNFPA´s new Strategic Plan for 2022-2025, UNFPA in Mozambique is expanding its capacity in humanitarian action integrating climate and conflict-sensitive programming, human-rights based and gender-transformative approaches that cut across the humanitarian, development and peace nexus, in line with new United Nations Sustainable Development Cooperation Framework for Mozambique 2022-2026. 

The Country Office is increasing its focus in responding to the ongoing emergency crisis in Cabo Delgado, where a wave of attacks drove the displacement of more than 732,000 people into five provinces in the north of the country, of whom nearly 160,000 are women of reproductive age (MISP calculation). UNFPA's is closely collaborating with the UNCT to ensure an enhanced integration and synergy of the three response pillars (humanitarian, development, peace) in response to the Northern region crisis in alignment with national priorities including the Strategy for Resilience and Development for the North (Estratégia de Resiliência e Desenvolvimento para o Norte - ERDIN).

The 2022 Humanitarian Response Plan for Mozambique, targets more than 1 million people with life-saving assistance to those affected by the conflict in Cabo Delgado, Nampula and Niassa provinces, building on the Humanitarian Response Plan for 2021. The country office is updating its own internal response plan to further highlight the SRH/GBV and data needs for the crisis for 2022. UNFPA's humanitarian preparedness response plan for the Northern region builds on and will be regularly informed by updated humanitarian, security and access scenarios on the situation in Cabo Delgado and neighbouring provinces Nampula and Niassa. The plan seeks to strengthen UNFPA’s preparedness and response to deliver timely humanitarian assistance to the already vulnerable people in Cabo Delgado and other provinces, taking into account the increased risks to climate induced disasters.

The Position:

Under the overall supervision of the UNFPA CO Representative, and the direct supervision of the Deputy Representative, the incumbent will assist the Country Office in the planning, coordination and implementation of UNFPA's interventions in the province of Cabo Delgado ensuring enhanced integration and synergy of the three response pillars (humanitarian, development, peace) in UNFPA's work and provide leadership for UNFPA's response to the overall humanitarian situation affecting the Northern region of Mozambique across the provinces of Cabo Delgado, Nampula and Niassa.

Qualifications and Experience:

Education:

  • Master’s Degree preferably in public health, gender studies, humanitarian affairs, human rights, law, economics, statistics, sociology, social work, development studies, public administration, international relations or other related social science disciplines.

Experience:

  • Minimum of  7 years field duty station experience, with substantive responsibilities in international humanitarian programming and coordination work preferably in the areas of SRH, GBV and/or emergency response.
  • Other relevant training in humanitarian response and team leadership are a plus.

Languages:

  • Fluency in written and spoken English.
  • Proficiency in Portuguese, Spanish, Italian or French required.
