The HR Services Branch is responsible for high-end operational support to the HR Strategic Partners and Division for Human Resources for the recruitment and staffing of international professional and support staff. 

Under the overall guidance of the Chief of HR Services and the direct supervision Human Resources Specialist, Quality & Assurance, the Human Resources Services Associate applies expert knowledge of procedures, processes and delivery mechanisms to provide high-level operational support at the global level to HQ, Regional Offices (RO), Sub-Regional Offices (SRO) and with limited support to Country Offices. In doing so, the incumbent ensures compliance with UN rule and regulations, UNFPA policies, procedures and strategies, and effective implementation of the internal control framework.

Provide efficient support to recruitment and selection processes for international professional staff 

  • Implement the recruitment process; provide input to job classification process, prepare vacancy announcement (review job descriptions and competency requirements), organize and coordinate the interview and selection process, prepare summaries and documentation for decision makers and appointment bodies; 
  • Prepare long list of candidates in the e-Recruit system in accordance with established procedures and quality standards; 
  • Use of tracking tools to monitor recruitment status and other indicators for management and recruitment purposes, and monitoring and tracking of status of requests, initiating follow-up actions to ensure submissions of selection processes for review are timely, accurate and contain complete documentation; 
  • Provide and adapt interpretations to recruitment policies and practices.

Provide HR services in staff administration for international professional staff globally 

  • Monitor contractual status of staff: advise on appointments, extensions and separations; inform Specialist, HR Services on staffing issues to be followed up with the respective HR Strategic Partner; 
  • Work with DHR branches to generate required HR reports (e.g. staffing with contract expiry date, Personnel Action Forms etc.); 
  • Assist in producing documentary evidence required by auditors during audit sessions; 
  • Respond to HR inquiries and requests for assistance through the Integrated Service Desk escalating queries to the relevant Specialists/HR Strategic Partner as required; 
  • Perform any other duties as may be directed by HR Specialist, Quality & Assurance and/or Chief, HR Services.

Required Qualifications and Experience

  • Secondary education required. First Degree in Human Resources Management, Business Administration, Public Administration or equivalent desirable;
  • 5 years of progressively responsible experience, with at least 3 years of Human Resources experience is required; 
  • Knowledge of UN/UNDP/UNFPA Human Resources Rules and Regulations highly desirable;
  • Fluency in English. Knowledge of another UN working language is an asset; 
  • Excellent Excel skills and advanced knowledge of Atlas E-Recruit;
  • Excellent written and spoken communications skills. 

Duration: Six months Temporary appointment*

(*no expectancy of renewal in accordance with UN staff regulations 4.12)* 

NOTE: Due to COVID-19 pandemic and travel restrictions, this assignment may take place via telecommuting.  This is a local position.  Candidates for this position must have a valid G-4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN systems is based in New York or Washington, D.C., or be USA Citizen or have a valid USA Permanent residency.  In addition, candidate must pass the UN GGST/ASAT exam to be appointed.
