Purpose of consultancy:

This  consultancy  will support the UNFPA in identifying strategic areas of intervention involving and targeting the youth, as well as coordinate the UN Youth Result Group, on behalf of UNFPA, in developing an integrated strategy to respond to the current and emerging needs of the youth in Timor-Leste

Scope of work:

Under the overall guidance of the UNFPA Representative and in close collaboration with the UNFPA Assistant Representative and the Program team, the consultant will:

Provide an integrated analysis of the needs of the youth in Timor-Leste, identifying different problem areas, for example, health (incl. mental health), education, training and employment, participation etc.
Identify areas of engagement for UNFPA as well as partnership opportunities in the area of youth; develop a strategy for these areas and opportunities;
Identify coordination gaps in order to reach the youth at scale, considering the multiple initiatives of UN agencies, the Government and other development partners;
Provide guidance and follow-up with partners on the finalization of the National Youth Action Plan, including identification of baseline and targets;
Facilitate the development of a joint UN proposal on comprehensive youth program;
On behalf of UNFPA, assist in the meetings of the Youth Results Group and coordinate UN agency inputs towards a comprehensive Youth proposal;
Assist the Representative and the Assistant Representative in developing a solid plan of action for the youth, based on the UNFPA mandate and in coordination with the other UN agencies
 

Duration and working schedule:

6 months ( January –June 2023)

The duration of this assignment is 6 months, with possibility of extension

Place where services are to be delivered:

UNFPA Timor-Leste Country Office 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

•    Consultant is expected to complete the tasks by 30 June 2023
•    Weekly meeting with UNFPA Country Representative and UNFPA program team, the Secretary of State for Youth and Sports and other relevant partners

Supervisory arrangements:

Under direct supervision of the Country Representative 

 

Expected travel:    Dili and districts with the highest youth population (Aileu, Ermera) as required

Required expertise, qualifications and competencies, including language requirements:    

•    A Master’s Degree in Economics, Social Sciences, Political Sciences, Development Studies or related field; a Bachelor's Degree with at least 10 years’ relevant professional experience will also be accepted in lieu of a graduate degree
•    At least 5 years’ experience in capacity building programs that target youth and adolescents, including but not limited to skills for life and work; employment, entrepreneurship etc.
•    Proven capability of convening different partners and agencies to work towards a common agenda
•    Experience working in the private sector an advantage.
•    Experience working in the UN also an advantage.
